Taiwan cultural and creative Industries have been included in "Six Emerging Industries Action Programme" which announced in April 2009 by the Executive Yuan. However, small scale, weak financial planning, profit model is not easy to highlight make the fund-raising of the cultural and creative industries to be a big challenge. This research tries to analyze the existing fund-raising mechanisms and make recommendations for improvement. In the meantime, this paper also discusses the "Crowdfunding" which develop rapidly after the 2008 financial crisis. Since fund-raisers collect capital through Crowdfunding platforms, self-owned capital is not needed for startups, therefore, the rise of Crowdfunding is helpful for developing more kinds of micro ventures of the cultural and creative industries. However, since the development of domestic Crowdfunding is still at the beginning stage, relevant regulations, laws, systems are not well prepared. The research briefly introduces the current development of the global Crowdfunding, the legislation of the United States and Britain、discusses problems and makes recommendations.
