優質之石英元件企業之經營策略探討-以紫式決策為用，台灣晶技為例

摘要
近年來政府積極推動智慧電子國家型科技計畫，石英元件名列關鍵零組件重點產業之一，石英元件產業為資本及技術密集的產業，長期以來壟斷在日系廠商手中，近年來台灣晶技在經營策略主導下，不斷的成長茁壯，在世界石英產業排名不但突破日本企業壟斷的局面，成為前五大者唯一台系企業。更於近年來連續獲得國家級獎項國家品質獎、產業科技創新獎。本研究目的以紫式決策的理論架構為基礎，結合經營層之專家意見，對於台灣晶技成為優質的石英元件企業的經營要素，進行解構。本文不但探討出善用租稅優惠、厚植核心能力、落實研發創新、深耕客戶關係四項策略根本目標的權重，並向下延伸到十五個策略屬性而完整的勾勒出策略藍圖及其權重關係。依據本文結論，推翻了【日經電子 2008.10.20】的封面故事所載，台灣晶技乃是靠著租稅優惠而威脅日系石英元件廠商的說法。本文的研究成果不但可以讓公司經營者在各地設立分公司或生產基地時，作為最高的決策指導原則，而紫式決策架構的分析模式，在公司後續經營上遇到議而不決的難題時，亦可依循此邏輯架構進行分析探討，對於決策陷阱的避免將有極大助益。除此之外本研究架構更可以幫助同屬關鍵零組件的其他台灣電子產業作為借鏡。

In recent years, the Government is actively promoting the National Research Program for Intelligent Electronics.The quartz compoment is one of positively essential parts among the key components of key industries, quartz components industry is capital and technology intensive industries, long-time monopoly in the hands of the Japanese manufacturers in recent years, TXC under the guidance of the business strategy, and continuously grow and prosper, not only break the monopoly of the Japanese companies also became the only Taiwan-based enterprises among the top five ranking in the world quartz industry. More in recent years, won the National Quality Award and the Industrial Technology Innovation Award. This research take the UNISON Decision Framework as the foundation, combined with the expert opinion of the management staff, to deconstruct the enterprise management elements of the high-efficiency quartz components company TXC. This article not only discusses the fundamental goal of the weight to make good use of tax incentives, strengthening for the core competencies, the implementation of research and innovation, cultivating customer relationships four strategies and extended to the 15 policy properties and complete outline of the strategic blueprint for their weights relationship. According to the conclusions of this paper to overthrow the [contained in the Nikkei Electronics 2008.10.20] cover story TXC but threaten Japanese quartz component manufacturers that rely on tax incentives. Result of this paper can not only set up around the branch or manufacturing company, as the highest decision-making guiding principles, the analysis model of the UNISON Decision Framework in the follow-up operation of the company encountered the problem of discussing without deciding can also follow this logic framework for analysis of, will have to be very useful for decision-making traps to avoid. In addition, this study architecture can help Taiwan's electronics industry belong to the same key components to be useful.
