壓出製程之安全管理系統建立

摘要


壓出製程應用廣泛,隨著台灣致力於光電產業的發展,壓出製程也被使用在面板產業關鍵零組件導光板的生產應用之上。基於對於職業安全衛生的要求,產業更必須要建立屬於壓出製程適用的系統化職業安全衛生管理系統,除了遵守台灣勞工安全法規之外也保障企業與員工。 壓出製程為連續性生產的型態,對於每項機台參數設定與人員操作要求甚高,一個機台參數設定失誤或者操作疏失,都會造成生產嚴重的損失、原料成本的浪費,影響企業獲利,嚴重者甚至危害到員工的健康與安全。本研究透過規劃、建置、執行、評估來改善當前製程中的現況,再利用規劃、實施、查核及改進的管理循環過程,建構使用PDCA(Plan-Do-Check-Action)架構的系統化職業安全衛生管理體系。 建立「機具設備安全預防保養管理系統」與「人員安全教育訓練管理系統」兩個子系統,建構了一套完整的「壓出製程系統化職業安全衛生管理系統」。在機具設備安全預防保養管理系統中,對於每一項生產環節透過危害辨識、風險評估、改善規劃、管理指標訂立來確保所有作業皆經過安全的修正與預防。為了避免機台損壞造成營運損失與人員受傷的機率,再加入與強調預防保養的概念。而在人員安全教育訓練管理系統則強調人員透過系統化安全教育訓練的方式,確保人員的操作技能在一致的水準,更加強宣導安全作業的觀念與意識,避免人員操作的疏失,同時針對管理細節來訂立管理指標確認實際目標的達成狀況,符合即時監管、預防改善的期望。 本研究所建立的系統化職業安全管理架構涵蓋了「機具設備安全預防保養」與「人員安全教育訓練」兩個子系統,有效的將職業安全的觀念與意識傳導到機台作業與人員操作環節之中,並強調「預防保養」與「持續改善」的重要性。將控制點轉化成每日、每週與每月的管理指標上,在實務管理中,因為掌握了大部分的生產環節與管理指標,減少了管理的灰色地帶,對於現況壓出製程生產作業安全與管理得到正面的效果。

Extrusion process widely used, as committed to the development of Taiwan's optoelectronics industry, extrusion process is also used on the light guide plate industry that key components of production applications. Based on the requirements of the Occupational Safety and Health, part of the industry is more pressure must establish a systematic process applicable occupational health and safety management systems, in addition to compliance with labor safety regulations outside of Taiwan also protect businesses and employees. Extrusion process is a continuous production process, for each machine parameter setting and operating requirements is very high, a machine parameter setting operation mistakes or negligence, will cause severe loss of production, the cost of raw materials and waste, impact of corporate profits, serious and even endanger the health and safety of our employees. In this study, to improve the current process status through planning, implementation, evaluation, execute, reuse management cycle process planning, implementation, verification and improvement, construction using PDCA (Plan-Do-Check-Action) system of occupation safety and health management system. To establish a "two subsystems of equipment preventive maintenance management system" and "training management system" education personnel safety, construction of a complete set of "extrusion process system of occupation health and safety management system. In equipment preventive maintenance management system, for every link of production through the hazard identification, risk assessment, improve the planning, management indicators to ensure that all operations after a correction and prevention of safety. In order to avoid the damage probability of operating losses and injuries, then add and emphasizes the concept of preventive maintenance. And in the training management system of education personnel security emphasize personnel through systematic safety education and training, to ensure that the skills of personnel at a level that is consistent, more ideas and awareness about safety, avoid operating errors, and according to the management details to make management indicators to confirm the actual target status, with real-time supervision improved prevention, expectation. The proposed system of occupation safety management structure including the equipment preventive maintenance "and" staff safety education training "two subsystems, the concept and consciousness conduction to machine operation and operation link occupation safety, and stressed the importance of preventive maintenance" and "continuous improvement". The control point into management index daily, weekly and monthly, in management practice, because the production and management of most of the indicators, reduce the grey zone management, for the extrusion process in production safety and management has a positive effect.
