色料化工廠之火災風險評估
Fire Hazard Evaluation for a Color Chemicals Factory
摘要
已運轉二十五年的色料化工廠因廠房、設備老舊，及產線擴充與汰換等多重背景因素之下，而致在防火防災方面需要重新檢討。 本研究依消防法、建築技術規則、屋內線路裝置規則等相關法規與實務經驗作一完整檢討，包括：一、法規蒐集與探討；二、對色料化工廠的製程、防火防爆等潛在火災風險進行檢討；三、對前項潛在風險提出改善建議。 本研究透過上述檢討，對色料化工廠製作一個火災風險評估表，列出火災、爆炸的潛在風險，並提出防範措施，涵蓋評估表內所有高風險部分，對於短期內可進行的防範措施，以及列為長期高成本的措施皆一一說明，並對於各措施期以解決的高風險項目亦列表檢討。

The study is on the fire risk evaluation of a color chemicals factory which has been operating for 25 years. The aging facilities, and the multiple times of expansion and upgradation in the past of facilities are among the main factors to be considered in the fire prevention for Factory A in this study. In this report, the relative Articles in the Fire Services Act, the Building Technical Regulations, and the Regulations Governing Indoor Wiring Installations, to Factory A have been reviewed. The reviews include the potential risk on the manufacturing process and due to the inadequate existing fire and explosion installation of a color chemicals factory. Based on the reviews, suggestions are made. A risk assessment table on fire and explosion for color chemicals factory is designed. Through the table, the high-risk items on the process of manufacturing, on the installation of equipments, on the fire-isolation compartment of buildings etc. can be clearly presented. Corresponding to each high-risk item, preventive measures are suggested which are then further classified into short and long-terms according to the cost/effectiveness of the measures. For the short-term measures, details on the suggested improvement are presented, and for the long-term, general suggestions are also made.
