國內現有大學及技術學院超過百所,密度之高,幾為世界第一。且因應政府加入WTO,在經濟國際化的衝擊及資源有限的情況下,勢必使得高等教育結構的重組,在此環境下,若能發展出高等教育的整併模式,則對我國高等教育的發展應有所助益。 本研究以企業合併為主軸,輔以整合分析研究方式,搜集比較國外、大陸大學校院整併程序、型態及成功因素,並考慮國內、大陸高等教育成長趨勢,建立高等教育整併模式。 高等教育整併模式可分為『複合型』、『擴張型』及『多元型』三種,再經由國內已整併或討論中之個案學校的個案分析研究,可知國內高等教育在資源集約及追求學術卓越的同時,較偏向『多元型』整併模式,同時經一次整併,並不排除二次整併,形成『複合型』整併模式。所作研究結論並對政府、非營利組織、企業界及國內高等教育界作管理上的建議。
There are past one hundred of universities and technological colleges in Taiwan. The density of higher education is almost the top of the world. The restructure is inevitable for higher education when the impact of economics internationalizing and the resources limiting. In the circumstances, establishing an analysis model for the merger of higher education benefits the development of higher education in Taiwan. The axis of the study is the merger of firms, assembling and comparing the processes, types and successful factors of the merger for higher education in occident and P.R.C., also considering the trend of Taiwan and P.R.C. and establish the analysis model for the merger of higher education. There are three analysis models for the merger of higher education in this study. They are "complex type", "expansive type" and "multiple type". We did the case studies for having merged and discussing merged schools in Taiwan. The important conclusion is that the schools prefer the multiple merger type for resources limiting and academia pursuing in Taiwan. And they don't preclude the second merger to complex type of merger model. The conclusions of the study offer administrative suggestions for the government, nonprofit organization, enterprises and higher education in Taiwan.
