摘要 專案計畫是因應組織有效及加快達成特定目標下所誕生的任務型團隊,專案必須靠優良的管理方能使人力、財力、物力發揮最大的效用,對於執行成效的優劣則必須透過績效衡量來完成。因此,績效指標的建立成為首要之務。專案類型繁多,其績效指標之建立方式學者提出過各種不同的主張,本研究希望能透過文獻探討的方式,針對專案之特質結合現代的績效評估工具,建構一個專案管理績效指標建構之通用模式,並以實例進行推演來驗證其可行性。 本研究是以IPO系統觀的績效評估為基礎,建立專案管理之績效評估的架構,並依均衡的原則將績效指標建構方式,轉換為以平衡分卡為主的專案管理績效指標建構模式。此模式主要分為專案管理績效指標建立架構及績效指標建構流程兩大部份,在績效指標建立架構方面,將績效指標建構以核心及非核心加以區分,使指標制定者能快速識別及專注於目標之達成,但又不至於忽略其他因素;在績效指標建構流程方面,則使用本研究所創建之兩種績效指標檢核表進行指標篩選,以提高指標之適用性,此為本研究之兩項主要特色。最後以國防科技研發專案為例,就所發展之績效指標建構模式實施驗證,並依執行之結果對模式提出修正。 期望本研究所建立的專案管理績效指標模式,可提供所有專案在建構績效指標時一個均衡公平及快速有效的途徑。
ABSTRACT Project is a plan that a task-oriented team is organized to accomplish a specific goal effectively and quickly. Project must depend upon excellent management to drive manpower, financial resources and materials to provide the highest efficiency. The execution effectiveness should be examined by a performance evaluation technique. Projects can have various types, and the theories on how to select the performance indicator for a project had been studied and published by many researchers in the past time. In this study, it is intended, via the combination of typical project characteristics and modern performance evaluation tools, to propose a general model for the project management performance indicator. And, the feasibility of the model is shown through a case study. This study, from the IPO system view, chooses some performance evaluation as a basis, and creates a performance evaluation structure for a project. According to balance principle, the traditional performance indicator model is transformed to a project management performance indicator structure model using Balanced Scorecard . The project management performance indicator model includes two main parts: project management performance indicator structure and performance indicator structuring flow. In the performance indicator structure, the performance indicator is differentiated as cored and non-cored, so that enables the performance indicator establisher quickly identify and concentrate on the accomplishment of the goal. However, other factors are not disregarded at the same time. In the performance indicator structuring flow, the application of two performance indicator check tables created in this research to screen the indices can improve the suitability of the index. These are two main features in this investigation. Finally, the developed performance indicator model is verified on the national defense technology project, and, the corrections to the model are suggested based upon the execution results. It is expected that the project management performance indicator model proposed in this thesis may provide a fair and quickly efficient way for all projects in structuring its performance indicators.
