應用模糊數與TOPSIS 方法於面板維修中心選擇問題

摘要


LCD面板產業近年來不斷的擴張,產能不斷增加,也造成低價化的競爭日趨激烈。低價的策略也難以展現產品的差異性,此時若能思考如何經由外包服務的內涵,提高買主的市場競爭力,從而增強買主對專業製造商的依賴程度。除了在產品設計與開發能耐的自我提升外,快速的產品開發、全球供應後勤的提供以及供應鏈的整合等,對於買主競爭力的強化愈顯重要。因此,如何運用有限的資源,以最經濟快捷的方式選取一個期望效益最高的面板維修協力廠商,就成為一具有探討價值的議題。 本研究先從面板維修中心的定義,以其在供應鏈系統中的功能與定位予以說明,再探討面板缺點的定義與缺點檢測的方式。同時,以實例探討面板廠商是如何對技術項目進行評估與確認。接著,應用面板系統業界對於面板維修廠商所需求的項目加以蒐集與彙整,歸納出成本、品質、技術、物流服務與財務等五個構面。並且從面板產業界的需求出發,參考其他產業對於評估協力廠商所需的因子,整理出面板維修所需的評估因子。再配合模糊數與熵值權重法計算出各評估構面之權重,以避免人為主觀好惡因素導致之偏差。另外,本研究採用TOPSIS 法,計算出五個構面之整體績效排序,選擇出最適合的協力廠商。 藉由本研究所歸納出之評估因子,有助於管理者發現並可據以得知各候選廠商個別構面的優缺點,以及問題種類的嚴重程度。管理者進而可從評估的因子與項目研擬適當的改善策略,對於發包合作後的經營績效與管理品質的提升將會有正面的幫助。

In recent years, due to the capacity expansion in the LCD panel industry, the price competition is getting tenser day by day. The low price strategy makes harder to differentiate among various products; however, at this time, it is of great importance to strengthen customers’ market competition with outsourcing service, and thus ultimately to increase the level of dependency on the specialized manufacturers. Besides the product design and development ability, several factors are essential for strengthening customers’ competitive ability, namely fast product development, global logistics service as well as supplier chain integration. Therefore, the issue of how to select a sub-contractor which has the maximum benefit by utilizing limited resources in the most economical and effective fashion has become not only a necessity but also a valuable agenda. This research starts with the definition of panel repair center for its function and position in a supplier chain system and then discusses the defect mode classification and the panel inspection methods specified in the LCD panel industry. At the same time, examples are provided to demonstrate how a panel maker evaluates and verifies the technical items. In addition, after collecting and synthesizing the needs of the panel system industry for panel repair centers, this research generates five phases for evaluation, they are cost, quality, technical, logistic service and finance. Taking into account the panel industry’s demand, this research suggests factors for evaluating panel repair centers by examining criteria other industries have used in selecting qualified suppliers. Then by coordinating the fuzzy number and the entropy weight value, this research calculates each phase’s weight in order to avoid biased results caused by subjective assessment. Moreover, this research uses the TOPSIS method to calculate the effectiveness of sub-contractors based on the five phases. The evaluation factors suggested by this research can help managers discover and analyze each candidate supplier’s strength and weakness for each individual phase. Then managers can review these evaluation factors to come out an appropriate management strategy. Such information is also invaluable for facilitating future management performance and quality control after sub-contracting.
