統包工程專案成功關鍵因素之研究 ─以X公司興建變電所統包工程為例

摘要


電力是現代化生活之基石,也是經濟發展之動力,不論是一般傳統產業或新興高科技產業無不以電力為動力;各種發電、輸電系統的建置也越顯重要,台電為配合政府經建開發計畫,建設台灣成為科技島,規劃許多階段性的「輸配電計劃」,包含各類變電 所等供電及輸配電系統。 台電期望透過統包方式完成電力輸送系統工程之採購,可以解決傳統採購方式所發生土木工程的問題,包括降低施工介面的協調、縮短工期、降低成本、進而提升工程施作及整案品質。如何在眾多的競爭者中搶得商機,做好統包工程管理是重電產業必備要件。台灣目前只有一家電力公司的情況下,重電產業如何做好主包商的角色,以專案管理模式充分運用其企業內部有限的資源,發揮其核心能力;最重要是內部管理的變革,以符合統包經營模式的企業,發展與業主現有合作的優勢,網羅優秀的合作伙伴或提升分包商的素質,是重電產業的一大課題。 面對統包工程(Turnkey)的新趨勢及面臨同業的合作威脅與競爭衝擊,重電產業參與國內各項與電有關的統包工程,必將成為企業經營策略重要的一環。幾個完全不同的產業合作、整合,投入台電變電所統包工程,不論產業屬性、管理觀念、企業文化皆不 同,經過有效溝通方式取得優勢及劣勢策略的平衡點,將有較少的爭議產生並且能達到雙贏局面。 本研究採用個案研究法(case study)進行研究。以重電產業中承攬變電所統包工程訂單排名第二的公司為對象,針對其所承攬的變電所統包工程案為研究對象,經由廣泛蒐集相關資料、檔案記錄、直接觀察、參與觀察、實體產出、內部經驗法,驗證與分析實務現象,主要瞭解個案公司目前承攬統包工程的問題和障礙、從探討個案中歸納業主、主包商、分包商影響變電所統包工程成功關鍵因素、並進一步對所有個案在變電所統包工程專案的執行上的影響程度結合績效評析,彙整統包工程專成功關鍵要素,旨在探索企業如何運用專案管理模式,做好對內與對外的溝通協調與適當的管理,讓每個專案如質、如期、如預算的完成任務,提供給未來承接統包工程專案的成員在管理上做參考。

The electricity is the cornerstone of modern life , but also the power of economic development, whether traditional or emerging high-tech industry, all powered by electricity; a variety of power generation, building transmission system is also more and more important, Taiwan Power Company to the Government's Economic Planning development plan, building Taiwan into a technology island, planning many stages of the "transmission and distribution plan" includes various types of substations and other power transmission and distribution systems. Taiwan Power Company expects to complete by turnkey engineering procurement power transmission system, can solve the traditional procurement problems that occur in civil engineering, including the reduction of construction interface coordination, shorten the construction period, lower cost, and improve facilities for engineering and quality of the entire case . How many competitors to grab business opportunities, good turnkey project management essential element is the heavy electric industry. Taiwan has only one case of the power companies, heavy electrical industry, the role of how to do the main contractor to make full use of project management within the limited resources of their business to play its core competency; most important internal management changes to meet turnkey business model of the enterprise, development and co-owners of the existing strengths, the quest for good partners, or to enhance the quality of subcontractors is the heavy electric industry, a major issue. Facing of turnkey project (Turnkey) in the new trends and threats facing the industry co-operation and competition impact, heavy electrical industry in various domestic and electrical-related turnkey projects, will become an important part of business strategy. Several different industrial cooperation, integration, investment Taipower substation turnkey projects, regardless of industry, property, management concepts, corporate culture are different, through effective communication strategies to gain advantage and disadvantages of the equilibrium point, there will be less dispute has arisen and can achieve win-win situation. This study uses case study method to conduct research. To re-power industry in turnkey substation contract work orders for the target company ranked second for its turnkey substation contract for the engineering case study, through the extensive collection of relevant information, records, direct observation, participation observation, physical output, the internal experience of law, verification and analysis of the phenomenon of practice, the main understanding of the client company is a turnkey contract engineering problems and obstacles, from the owners of the cases summarized, the main contractor, subcontractors of Transformer Station Project critical success factors, and further on all cases in the substation turnkey execution of engineering projects with the degree of influence on performance assessment, turnkey engineering professionals compiled the key elements of success, to explore how to use the project management company, do a good job communication and coordination within and outside the proper management, so that each project such as quality, schedule, such as budget, tasks, to provide for the future to undertake turnkey projects in the management of the project members for reference.
