以情境感知及使用價值為基礎建置電子化政府行動服務-以新北市為例
A Development of Mobile Services in E-government Based on Context-aware and Value-in-use - An Example of New Taipei City
摘要
近年來，因行動服務的快速發展，以及使用行動服務使用人口的快速增加，行動服務的需求量也跟著提高，人們對於行動服務的需求性以及如何提供更好的行動服務已經成為相當重要的客題。此外，在電子化政府的階段中，目前已進行到民國101年~105年的M-Taiwan，希望能夠將更多的行動化服務提供給民眾使用，在新北市政府，也提出了掌上型政府的概念，希望藉由此概念將更多政府的行動服務提供給民眾去做使用，本研究也將依照電子化政府的角度，針對民眾提供電子化政府之行動服務。 本研究採用系統發展法，以使用價值及情境感知這二個面向，來建置出行動服務，使用價值則採用功能價值、情感價值、社群價值、金錢價值及體驗價值，這五項使用價值，情境感知則分為時間、地點、環境、需求性、不確定的限制，在行動服務的建置過程中，依照探討之行動服務系統設計流程，一共分為八個階段，來建置出行動服務。 本文在行動服務建置完成後，給予使用者做測試後，和使用者進行訪談，將使用者測試的回應收集及分析後，整理出以下的結論可供參考: 一. 行動服務使用價值設計關係示意圖: 此示意圖提供給在設計行動服務過程中，對於使用價值設計上的建議以及考量。 二. 時間軸為基礎之行動服務設計策略模式: 此策略模式提供給在設計行動服務過程中，設計上需要注意的地方，以及在對於時間軸及使用價值關係影響的概念設計。

In recent years, due to the rapid development of mobile services and mobile services to the population a rapid increase in demand for mobile services is also followed people for the actions demand for services and how to provide better mobile services has become a very important passengerproblem. In this study, system development, this two-oriented to use value and situational awareness, to build mobile services, use the value of the functional value, emotional value, community value, value for money and experience the value of this five use value, situational awareness is divided into time, place, environment, demand uncertainty constraints, explore mobile service system design process, the total is divided into eight stages in the build process of the mobile services, in accordance with, to build a Mobile services. After the completion of the mobile services to build, giving the user testing and user interviews, reference of the user response to the test collection and analysis, sorting out the following conclusions: 一.The value of a mobile service use design relationship map: This schematic diagram is provided to the recommendations and considerations in the process of designing mobile services for the design of the use value. 二.Timeline based Mobile service design strategy mode: This policy model provides to the need to pay attention in the process of design of mobile services, design, and in the concept of the relationship between the impact of the timeline and use the value of design.
