當都市計劃遇到古蹟保存的同時,交通建設所帶來的實質效益皆比文化資產保存所帶來的經濟效益高,因此古蹟保存往往處於劣勢,更遑論地方所遺留下的傳統歷史性資產保存。本文將以新竹高鐵站工程開發為例,探討庄內豐富的伯公廟歷史性資產因開發而面臨偷竊、破壞、消失、遷移保存,進而對少數伯公廟進行原地保存,並將地方傳統文化資產首創先例皆列為編號『伯』視為保護的現象,作為探討的核心。 從政府觀點認為,被鑑定為文化資產價值的建物才享有原地保存的資格,若僅為地方傳統歷史性資產,則僅能在不觸及都市規劃與交通系統的設置下,才能得以原地保存。 從居民觀點認為,伯公廟是隨著人群初始而誕生的信仰,同時隨著生活經濟條件的提升與影響,方能講究建築外觀裝飾、匠藝與規模,因此在維繫生活溫飽之際,伯公廟僅能在經濟好轉的附加情勢下,受到改建並擴大規模,或是講究建築技藝的水準,因此足以反映不同人類生活時期的象徵。 從兩個面向看出伯公廟保存價值: 1. 從具體層面:伯公廟往往難以具有被認定為文化資產價值之水準,然而越是簡單古樸的建築形制才越是在現代新市鎮文化中,具有稀少罕見之珍貴保存價值,亦更富含教育性意義。 2. 從無形層面:伴隨族群成長之心靈託付與依賴的對象,是人們難以忘懷割捨的信仰。同時隨著時代的變遷,至今人們仍需信仰的支撐來舒緩、解惑生活與工作遇到的困境與壓力,因此,種種跡象顯示人們不能一天沒有信仰,亦可見得信仰不因時代的更替與前進而喪失價值與功能性。 綜合上述,如何在城市化的過程中,處理伯公廟保存與建設開發的矛盾,並達成保存與開發的平衡,並擴大傳統歷史性資產保存的類型,納入伯公廟的保存重視,並發掘其價值,進而建立適當的保存方式,作為未來其他城市開發時伯公廟的保存機制參考。
