知識經紀人組織如何促進民間參與公共建設之發展

摘要


本研究透過個案研究法,以七個台灣促進民間參與公共建設的個案進行研究分析。依據知識經紀人組織之角色、知識經紀人組織之功能、經紀活動之成效等構面,探討在促進民間參與公共建設個案中,擔任總顧問的知識經紀人組織,扮演哪些角色、發揮哪些功能、創造何種成效,進而說明知識經紀人組織如何透過所扮演之角色,發揮其功能,創造經紀活動之成效。 研究結果發現,總顧問扮演了擘畫者、召集人、協調人、學習的催化劑之角色,發揮了轉碼、傳遞、類比、合成之功能,並促進了創造最佳化商業模式、社會網絡的擴展、經紀利益的程度、創新知識的含量等經紀活動之成效。本研究結果突顯出在促進民間參與公共建設個案中,總顧問如能妥善扮演知識經紀人組織之角色,並適當發揮知識經紀人組織之功能,以促進經紀活動之成效,將有助於促進民間參與公共建設個案之發展。

In this study, we investigated seven Taiwan Public-Private Partnership projects by using case study research method. Based on the dimensions of knowledge broker organization’s role, knowledge broker organization’s function and effect of brokerage, we analyze the roles, functions and effect of brokerage of the General Counsel which severed as the knowledge broker organizations in these PPP projects. We then further explain how the knowledge broker organizations, play its role, perform its functions, and create the effect of brokerage. The findings indicate that, the General Counsel plays the role of convener, facilitator, catalyst of learning, performs the transcoding, transfer practice, drawing analogies, synthesis function, and contributes to create optimal business models, social network expansion, the profit of brokerage and knowledge innovation. The results of this study highlight that when the General Counsel properly plays the knowledge broker organization’s roles and performs the knowledge broker organization’s function, then it can create the effect of brokerage and help facilitate the PPP for development.
