This is not only an encouragement to the country’s sports filed, but also a patriotic moment for Taiwanese citizens. The Republic of China succeeds to host the 21st Deaf Olympic Games after continuous attempts made by Chinese Taipei Sports Associate’s. The upcoming 21th Deaf Olympic Games in 2009 plays a significant role to advocate the deaf culture in Taiwan which is going to impress the society that deaf people require respect and recognition by citizens. Meanwhile, we need to apply a professional visual design system and icons to develop Taipei a deaf-friendly environment for the Olympic athletes worldwide. The visual design is subject to historical and geographic backgrounds. The initial visual design of the 21st Deaf Olympic Games is lack of “deaf sprits”, meanwhile it is not systematic either. This dissertation is to present a comprehensive visual design system consisting of the design procedures, the case studies of worldwide Deaf Olympic Games, and a systematic plan of the 21st Deaf Olympic Games. The visual design system includes visual identity system and situational icon systems. The system overall is to enable an international gaming environment without boundaries for deaf people and foreign visitors from all over the world. The ultimate goal of this dissertation is to enhance the country’s recognition for the deaf and increase the Republic of China’s national identity in the world.
