以智慧資本觀點評估台灣IC設計產業之經營績效

摘要

隨著知識經濟時代的來臨，全球經濟已從資源基礎轉向以智慧資本為重心的經濟型態，企業經營環境產生重大的變化，知識為生產力提升與經濟成長的主要驅動力，智慧資本是企業獲取競爭優勢的主要來源(Drucker, 1993)。
經濟學家Galbraith(1969)首先提出以智慧資本概念，說明公司市場價值與帳面價值間的差距，而隨著企業經營方式的改變，此項差距有逐漸擴大之趨勢。因此，傳統的財務報表已無法忠實表達企業的價值，尤對高知識導向的產業，評估企業之價值或績效時，若不納入智慧資本要素，將會嚴重扭曲企業的真實價值。
IC設計產業低成本、低員工數的投入與高報酬的知識型產業特性，企業的核心競爭力為智慧資本的管理。故本研究以台灣IC設計上市(櫃)公司為研究對象，結合智慧資本衡量指標選取與企業經營績效評估之兩類文獻，利用複迴歸分析發展評估台灣IC設計產業智慧資本衡量指標之組合，提供企業投資無形資產投資的方針；並以資料包絡分析法評估該產業整體及個別廠商的經營狀況，探討造成智慧資本管理無效率之原因，提供企業提昇競爭力的參考與未來營運策略的方案，進而加速台灣IC設計產業之發展。

With the coming of knowledge-driven economy, global economy has already been turned from the resource foundation to the intellectual capital as a center. The intellectual capital has become the main source that enterprises obtain the competition advantages. (Drucker, 1993)
Galbraith (1969) gave the concept of intellectual capital at first to illustrate the gap among company's market value and book value. The traditional financial statement has been unable to express the value of enterprises, especially in the high knowledge-based industry. While evaluating an enterprise, if intellectual capital elements are not included, the true value of enterprises would be twisted seriously.
For the purpose of more efficient analysis, this study conducts multi-regression method to select the intellectual capital factors of IC design industry which is high knowledge-based. Furthermore, we provide the application of data envelopment analysis (DEA) in evaluating the overall performances among this industry.
This study can be used to improve the efficiency of data envelopment analysis and then the intellectual capital management. Final results provide the improvement suggestions to those who are interested in this field.
