摘要

本研究主要是探討國家的兵力結構, 經濟能力及國防負擔對國防預算的影響.研究根據”各國的軍備概況”所列167個國家自989年至2006年相關軍事及國防預算資料進行實證. 使用資料分析方法為:敍述性統計, 變異數分析, 並以階層迴歸分析法作一整體的結構探討, 以了解各項變數間與國防預算的關連性. 實證分析研究結果如下:國防預算受到兵力結構, 國防負擔能力影響, 二者影響並提高國防預算之規模, 國防擔率也相對提高.國軍必須朝向現代化, 專業化不斷配與武器裝備, 國防預算仍有一定規模需求.
國防負擔是國人共同承擔的國家預算, 當人民基於安全考量願意負擔較高的國防支出, 國防預算的額度也會相對提高.本研究以余力結構差異, 國家經濟能力與國防負擔率等條件分析建軍方向, 找出影響國防預算的因素, 視為另一種思考國防預算需求的模式, 可提供各國國防主管部門在編列國防預算及政訂建軍政策的參考.

Abstract
This research mainly is inquire into the national economic capability, force structure, defense burden, and defense budget. The usage analyzes system is: Whole structure study by stratum regression analysis to understand various variables and the articulate of the defense budgets. The defense budget of the country is under the influence of force structure and defense burden ability obvious. Organization structure the one who compare with armed services, high technology of air force and navy, in order to affect the biggest factor of the defense budget scale, there are two affects and raise demand of the defense budget scale. The defense burden is limited, then it is more high, the defense appropriations have to acquire the rate is too. The economic level impact defense budget has just to impact for building professional new technologic force equipments.
The research finds out the factor of affecting the national economic, force structure and rate of defense burden, provided the national defense competent department of all countries to arrange in order and set up the reference usage of the defense administration plan establishment in the defense budget.
