產業變動下企業與供應商的合作關係 -以光纖通訊產業P公司為例

Cooperation Relationships Between A Firm And Its Suppliers In Industry Dynamics – Case Studies on Company P in Fiber Optical Communication Industry

摘要


光通訊產業近年來因各國持續推動光纖到府(FTTH)以及各大網路營運商不斷投資擴建超大規模資料中心(Hyperscale Data Center),加上物聯網發展推動了頻寬需求,產業商機及廠商生機似乎無可限量。然而光通訊產業各項技術門檻高低差異不一,在2000 - 2008年因景氣衰退引起的產業變動,整併之後所存留下來的光通訊廠商,除跨國型公司之外,其餘本地廠商規模和條件難以顯示規模經濟,單一技術廠商恐怕會失去競爭力。因此供應鏈調整是台灣產業所面臨的重要課題,為滿足客戶需求,廠商勢必要尋求合作伙伴及供應商協助。 本研究旨在探討產業環境變動期間,透過觀察企業和供應商之間的合作關係以及雙方資源投入情形來分析企業間合作關係的微妙變化。本研究以台灣光通訊產業中被動元件製造P公司與其供應商A、B、C為個案研究對象,採用質性研究中的個案研究法,以個案公司立場和不同的供應商作深入性的訪談。藉由分析訪談的內容結果與文獻理論作對應。並由此推論企業與供應商雙方合作關係的變化以及產業變動後雙方資源互賴形式和合作關係階段密切程度轉變,並歸納出雙方合作關係的影響因素,期待幫助企業建立和供應商合作之準則,或作為未來改進或調整經營策略之參考. 研究結論如下: 一、 產業變動下「共同目標」為影響合作關係最重要因素。 二、 產業變動後「資源互補性」為合作關係的最大拉力。 三、 產業變動內容會影響雙方資源互賴形式轉變。 四、 光通訊廠商應建立「合作」伙伴關係取代「交易」關係思維。 五、 面對產業變動衝擊,企業應先審視自身資源條件積極轉換合作關係。

Recent years, the universal trend is moving toward Fiber To The Home/House (FTTH) to enhance the data retrieval quality and the major network operators keep on investing in Hyperscale Data Center to grab the Big Data era. Meanwhile, the development of Internet of Things (IoT) is moving in the same direction. As a result, the requirements of data bandwidth is growing rapidly, apparently, fiber optical communication industry is surfing on new wave. However, most of the Taiwan fiber optical companies experienced a series of impacts from 2000 to 2008, including dot-com bubble burst, European financial recession as well as the China rising. Downsizing seems to be an easy choice to survive during change, averagely, current Taiwan fiber optical company size is far behind most multi-national companies and China competitors now. The local small size companies supported less R&D spending and marketing funds that caused the losing of competitiveness. Therefore, the Taiwan fiber optical industry supply chain re-construction and adjustment is a key to return to main battle field. In this study, we had close looks at cooperation relationships and resources inputs between a firm and its suppliers during industry dynamics. The case study is based on the interviews of passive components manufacturer - P Company and its suppliers A, B and C. By comprehensive analysis of the interview records with theoretical verifications, we reached primary influential factors of cooperation relationships. So as to help companies building up internal supply chain management guidelines and supporting corporate business strategy. Conclusions : 1. Under the industry dynamics, the most important factor of cooperation relationship is both parties had common goal. 2. Under the industry dynamics, the major seduction of cooperation relationship is resources complementary. 3. The way how industry changed effects the practice of resource interdependence. 4. The firm in fiber optical communication industry is supposed to establish partnership with suppliers instead of inherent traditional thinking of transaction relationship. 5. During the industry dynamics, the firm is supposed to self-review current resources and make supply chain management policy adjustment aggressively.
