兩岸分工情境下台商之採購策略對採購績效的影響—以安全監控系統供應鏈研究為例

摘要


隨著國內製造業者的持續邁向國際化、全球化的競爭,加上企業經營環境的瞬息萬變,每一因素均促使國際化採購更加速進行。近十五年來,世界經濟隨著電子科技產業的極速發展而不斷向外延伸或移轉生產基地,安全監控產業也不能例外。 而美國911事件後,人們對安全問題的關注及需求,促使全球安全監控設備市場快速發展,台灣佔此產業外銷1.39%比重,產品在少量多樣化之下,反而安全監控產品材料成本佔產品成本70%, 如何讓材料成本的降低成為業者重要議題,為降低材料零組件之取得成本,非有適當的採購策略不可,因此針對國內三家在大陸投資之安全監控產業廠商以個案訪談方式,深入探討其採購分工策略對採購績效影響。 本研究所訪談之三家在大陸設廠投資之監控產品週邊廠商,其在電子零件、光學原件、機構零組件及包裝材料方面幾乎已有60%在大陸當地採購,是否採購當地化或採購國際化之策略與作法可為時勢所驅,為降低購料成本之效益並證實其採購策略之正確是為本研究原因之一。然而在當地工業結構未臻成熟,企業經營思維模式與我國截然不同,品質水準普遍低落,政府部門對台資企業與外資企業的不同待遇等問題,都是未來台資企業應特別小心謹慎之處。 本研究經實證訪談後之發現與建議:對相關產業即將跨海到大陸設廠的中心廠,除考慮地方政府所提供的誘因外,對台資企業的產業群聚與供應商群聚應予善加利用。對零組件供應商而言,因規模較小,能獲得當地政府的行政支援相對不如大規模的中心廠。為求永續經營、合法經營,特別對關務、稅務應予正視、研究、遵行,而跨區域採購分工部份無論國際化採購或當地化採購策略應具成效,是可以效法及執行的。此需要業者更深度與廣度的加強採購策略,以發揮台資企業整體競爭的力量。

With the domestic manufacturing sector continued to move towards globalization, the globalization of competition, along with the rapidly changing business environment. Each factor has prompted international procurement more accelerated. The last 15 years, the world economy along with the electronic technology industry and the explosion of high continuously outward extension of or transferred production base, security monitoring industry is no exception. After 911, people concern about safety more and need security products to protect their home, and family. Of course, the security products demand increased from market, the rapid market development of this industry in Taiwan accounted for 1.39% export share in a small number of diversified products, but the material costs accounted for 70% of security product cost. How to reduce the cost of materials will be an important issue for these factories. They must have a good purchasing strategy for low-cost components. Therefore, I would like to do some research and study three of security manufactures who located in China, and discuss their purchasing strategies to effect puechasing perfermoence。 Interview with three factories who invest firms control peripheral products, electronic components, optical originals, mechanical parts and packaging. They has been almost 50 -60% of the continent to local procurement. The manufactures face an important issue which local or international sourcing. To lower the cost of purchased materials and confirmed the benefits of their procurement strategy is the correct one of the reasons for this study. However, the industrial structure might not be mature in Chan, business model and culture completely different than Taiwan. The China factories don’t have good quality control, and government has different standard for Taiwan’s manufactures with other foreign-invested enterprises. For Taiwan enterprises, they have to be careful of political issue in the future if they want to continue their business in China. The recommendations after studies: If they want to set the central purchasing factory, they have to consider China government support and but also Taiwan manufactures can share the source in China. For components suppliers, they can not get that much support from local government if they compare with the central purchasing factory. To stay in business, legitimate business, particularly on customs, taxation should be addressed, research, observe. However, local or international sourcing, Taiwan’s factories can shall be effective if they have good purchasing strategy. Taiwan’s enterprises need more depth and breadth to the strengthening of the sourcing strategy, and co-work together for component purchase, overall competitive strength.
