大溪鎮舊市區生活步行系統之問題探討

摘要


目前台灣各地有甚多歷史悠久、豐富人文景觀之老街。隨著政府對保存古蹟的重視與國人尋幽訪古遊憩活動之興盛,許多老街逐漸轉而發展成為著名之觀光景點。 當歷史老街隨著觀光遊憩發展所帶來許多車輛與遊客的同時,也面臨著人車混合使用的衝突現象。地方主管機關為維持行人徒步安全,針對假日提出時段性車行管制措施,提供行人徒步專用之臨時性策略。回顧舊市區的發展歷史,「人」與「車」在街道空間的分配權重,隨著時代變遷有著顯著的改變。舊市區街道與騎樓空間,除了提供行人通行空間,亦為居民生活的一部份,如何在有限空間下,取得人與車兩者間之平衡,並且建立起適當的人車秩序,為本研究探討方向。 本研究以大溪鎮舊市區為研究對象。考量舊市區有諸多歷史街道及古蹟建築必須保存,都市重劃、區段徵收、都市更新等方式皆無法輕易實施,故重新檢討土地使用並開闢新道路藉以滿足市區人行與車行之方案並不可行。其次,許多文獻針對商業區或特定路段採用劃定行人徒步區禁止車行之交通管制方式,亦無法兼顧舊市區平常生活車輛通行之需要。本研究探討範圍著重於將既有道路及巷道,透過人車平面分離等區隔方式及交通寧靜區的概念,適當分配行人步行空間,加強對行人移動時的保護,建立大溪舊市區可步行之行人空間。

There are many old streets with a long-history and abundant human cultural sight in all parts of Taiwan at present. As the government pays attention to the preservation of the old streets and our countrymen visit these places more often, many old streets develop into the famous sight-seeing resorts gradually. As cars and tourists come with the development of tourism, the old streets face the conflicting problem that people and cars strive for their existence. In order to ensure the safety of the pedestrians, the local authority carries out the entering restrain of automobiles during a particular period during weekends and holidays; this temporary strategy offers the pedestrian exclusive space. Looking back on the history of the development of old downtowns, the space distribution between people and cars has been changed a lot as the era changing. The old downtown streets and the arcades become a part of life to the residents. How to get a balance and set up an appropriate order between people and cars in the limited space is the target of this study. The object of this study is the old downtown of Dasi Township in Taoyuan. Considering the preservation of a great deal of historical streets and architectures, the implementation of urban re-planning, lands reforming, urban renovation, and so on are not easy; so reviewing the strategies of land usage and building extra roads to fulfill the satisfaction is not practical. Besides, many literatures about traffic regulations of setting pedestrian-only areas and prohibiting cars do not meet the demands of the old town’s every day usage. Therefore, this research focuses on the concepts of separating people and cars temporally or spatially in the original right of way lanes and establishing a traffic-colmming zone, so as to provide proper space availabiaty to pedestrians for walking or leisure, and plan the walking areas for pedestrians.
