在逆向供應鏈中探討廢棄物回收並考量補貼政策之最適模式

摘要


由於環境保護與相關法規的制定,抑制廢棄物產量與回收再利用的觀念逐漸成為一個發展趨勢。但是廢棄物在供應鏈流動過程以及供需之間資訊不足往往會造成很多浪費,本研究將建構由政府領導與製造商、回收商與處理廠之目標模式,政府有權力監控供應鏈成員的所有資訊,並提供各階段的相關補助費用促進廢棄物回收再利用產業的永續發展。另外,為降低廢棄物之有害物質損害發生的不確定性,應在收集與運輸過程中針對其特性加入風險成本。 本研究應用逆向物流機制加以管理,且考量政府之補貼政策,以建構一個廢棄物在逆物流架構中的目標模式。目的在探討由政府之領導下各企業的決策規劃,且決策變數對整體總目標影響為何,對其做分析與驗證,並能提供資訊給企業決策的參考。從研究結果顯示,再再製品之基本售價、廢棄物之單位再製造成本與廢棄物之單位運輸風險成本對決策變數與總目標影響最大,由此證明在市場機制運作下,供應鏈成員之在制定產品與廢棄物價格或是決策安排有極大的影響力,而政府之相關補貼費用也會受市場趨勢改變,本研究將補貼政策納入模式中考量供應鏈在處理廢棄物過程中之成本收益或是風險確實有其必要之處。

Due to the environmental protection and formulation of regulations, controlling and recycling has become a trend. But the process of waste between supply and demand that lacking of information often leads to a lot of waste, this study would develop the objective model with manufacturer, recycler and disposal plant and leading by the government. The government has the power to monitor members of the supply chain, and provide the subsidies to promote waste recycling. Additionally, in order to decrease that waste management system under uncertainties, it should be added the risk costs of collection and transportation. This study applied reverse logistics system to manage, and considering subsidy policy to develop a waste reverse logistics objective model. The purpose is to discuss the firm decision-making under government leading, and provide information to business consultation. From the result, the basic price of amassing product, the unit cost of waste remanufacturing and the unit risk cost of waste transportation are the significant factors. It could be seen that the members of the supply chain in formulate the price of products and wastes have great influence, and government subsidies would also affected by changes in market trends, thus this study indicated that subsidy policy and the process may consider the cost-benefit and risk in the waste treatment.
