低漥地區淹水模擬探討以校園排水系統為例

摘要


近年來由於全球的暖化效應,導致每年降雨量皆創新高,中央氣象局更是於2004年修訂了大雨及豪雨的定義,由此可見如何預防豪雨成災將面臨嚴重的挑戰。同年納莉颱風夾帶著大量的豪雨重創台灣,相關單位開始對淹水的議題感到重視,各種災害防治的制度面與技術面開始被定義出來,探索相關研究與規定中,可得知國內研究已逐漸引進風險評估與專案風險管理之觀念,並實際運用。 本研究將以專案管理(Project Management, PM)之概念為出發點,針對區域內洪災作客觀分析,利用流體力學(Computational Fluid Dynamics, CFD)之技術發展出淹水預防評估模式,並對易淹水致災地區進行更深入的分析,以提供低窪地區大雨來襲前淹水之預警。研究中選用近年來淹水災情較為嚴重之中原大學圖書館地區為模式闡釋地點,並藉由虛擬實境(Virtual Reality, VR)的校園視覺景觀來模擬災害的發生與預防,讓使用者透過電腦視覺模擬介面對情境化空間產生聯想,將有助於瞭解研究地區淹水損失之嚴重性,臻以提供相關主管機關擬定防災政策之參考。 運用本研究模型從事預防性管理,可獲得預估災害發生的時間,以利決策人員進行物資上的調動;及利用虛擬實境做模擬,可預先發現問題,獲得事前的預防,並提供日後進行電腦景觀模擬之參考。

In recent years, greenhouse effect causes rainfall to all hit new peak annually. Central Weather Bureau (CWB) revised the definitions of heavy rain and torrential rain in 2004. The relevant department begins pay attention to the topic of flood and defines the systems and technology of disaster-prevent. The study explores researches and regulations about disaster-prevent, the relevant researches had led the risk assesses and project risk management to disaster-prevent. This research shall be started from the notion by means of project management. We focus on the flood situations within the specific regions for our objective analysis. By using the technique of hydrodynamics, we develop the evaluating model for flood prevention. Through school landscape of virtual reality, we can simulate the occurrence and prevention of disasters. It is allowable and helpful for users to substantially know much about the flood severity on the regions under our experiment interest. Thus, we hereby offer the reference for the disaster prevention policies regulated the authorities concerned.
