科學文獻與專利整合平台之研究

摘要


「知識經濟」(Knowledge-based Economy)一詞最早係由經濟合作暨發展組織(Organization for Economy Cooperation and Development,簡稱OECD)於年提出,其概念為一個以擁有、分配、生產和使用「知識」為重心的經濟型態,人類生活及經濟型態亦伴隨著科技的創新應用與發展而產生新風貌;1998年世界銀行(World Bank)於其所發行之「世界發展年報」中亦強調,「創造知識或應用知識的能力,不僅是一國持續成長的動力,也是國家經濟發展成功之關鍵因素。」 隨著此一概念之提出,無論企業、國家等組織,為強化其組織競爭力,莫不致力於投入創新技術之研發與應用。在創新技術研發與應用上,代表基礎科學研究之「科學文獻」,如:學術期刊、研討會文章、技術報告等,與代表產業技術應用之「專利」其密切度備受矚目;其中科學文獻與專利間的關連性,更是進行創新技術發展時,不可或缺的重要參考資訊。 有鑑於此,本研究將設計一「科學文獻與專利整合平台」,剖析科學文獻與專利之引用文獻欄位,建立其連結關係,使研究人員無論從科學文獻之引用文獻資訊,或是專利中之非專利引用文獻資訊均可輕易地透過系統輔助,連結至文件中所載之引用文獻資料,便利研究人員進行資訊蒐集,節省其研究過程中資訊蒐集時間,縮短其研究發展時程,並掌握技術缺口,為組織強化技術競爭力,帶動國家經濟發展。 本研究之研究結果發現,透過電腦系統進行引用文獻之連結關係確有其可行性,且成效顯著。其中,科學文獻引用科學文獻之連結關係建立,因科學文獻中之References欄位資訊較為明確,故在建立連結關係建立上透過系統比對,可達九成以上之比對辨識率;另,專利引用科學文獻部分因其中包含有較難以辨識之非科學文獻資訊,如:公司出版文獻、書籍、廣告等,因此整體辨識率平均約為八成左右。此研究結果將有效幫助研究人員節省資訊搜尋時間,透過整合平台之協助,同時掌握自然科學與技術工藝之相互影響關係及脈絡,作為擬定國家、企業擬定科技發展政策之重要參考依據。

The term “knowledge-based economy” was stemmed from the Organization for Economy Cooperation and Development in 1996. The concept of knowledge-based economy describes the economics model with owing, distribution, production and know how. The human lives and economy model update to a new style and features with the application of science, technology and innovation affects. In 1998, the World Bank emphasized that “the ability of making knowledge or knowledge of using, not only the motive force that one country grows up continuously, but also a key factor of the national economic development success.” in their annual report. Following the concept, organizations such as enterprise, country and others put lot of efforts to invest the research and development and application of innovative technology. The innovation and application of technology can be divided into two major fields, one is a fundamental science study and the other is a industrial technology. A fundamental science study includes scientific journal, conference article, technical report, etc and a industrial technology includes patent. Thus, to realize the relationship of the fundamental scientific study and industrial technology is an important issue in developing new technology, especially the relation between the scientific literature and patent could provide the important information in the developing the innovative and application of technology. Thus, the present study constructs a platform to integrate the science literature and patent. The system analyzes the citing reference data in scientific literature and patent, and builds the link relation data. For a researcher, it is difficult to get the related information between the scientific literature and patent in a conventional work. Thus the system provides the analysis results of citing reference in the journal article and non patent citing reference in the patents. This information can directly help researcher to analysis the technique and to find the technical weakness of the organization with saving time of data collection. This improves the potential competition ability of the organization and promotes the nation economy. By employing computer system, the results show the feasibility to find the link relation of citing reference between journal article and patent. Among them, in the fields of the linking relation of journal article cites other journal article is higher. The identification rate can be higher than 90%. This is because of the major part in citing references are journal articles, and the form the journal article is nearly invariable. In the fields of the linking relation of patent cites other journal article is lower. This is because of the citing reference consists some non journal article and patent such as company’s publication, book, advertisement, etc. It is difficult to identify them and results in the identification rate is just about 80%. The results in the present study could help researchers to reduce searching time in information collection. By assisting with the integrated platform developed in the study, it is easily to get the information of the correcting relation and the influence between the science study and industrial technology. The information is one of the important references on the scientific and technological development and policies establishing process.
