基督教在地化的社會參與- 以台中市基督教青年會對921震災工作為例(1999~2009)

摘要


本論文以在地化的社會服務為前提,設定筆者出生地台中市為研究區域,YMCA台中市基督教青年會為論文對象,並以1999年至2009年在台灣中部發生的世紀災難921大地震為主軸,來探討YMCA台中市基督教青年會在地化社會服務的參與與轉型。以基督教青年團契生活為起始動機的青年會,實行聖經馬可福音10章45節「因為人子來,並不是要受人服侍,乃是要服侍人」的教導,雅各書2章26節「身體沒有靈魂是死的,信心沒有行為也是死的。」青年會用行動的社會服務來實踐聖經的教導「非以役人,乃役於人」的服務精神。 在福音的關懷服事上,我們知道不能只侷限於靈魂、得救上,而應是全人的關懷。許多的帶領都是從關懷、服務而接受福音的。聖經不僅關懷人的靈魂,也關懷人肉體及社會需要。 中部921大地震發生當時,造成社會正常運作結構瓦解的情況,至今仍記憶猶新,而後續的重建工作,對於整體社會與災區居民來說,更是一項長期的考驗。在整個救災與重建的過程中,我們從大眾媒體、學界或政府單位的相關震災報導或調查報告都可以看出,當一向由上而下的政府領導結構與官僚系統無法有效因應救災的情況下,做為替代性體系的民間團體如何適時地彌補政府的不足之處,並持續參與災區的重建工作,照顧並撫慰災民的身、心、靈,這其中就以宗教團體的力量最為顯著了。 如何讓社會服務不是停留在標語和口號上,一個組織的結構和精神是機構成長往前的基礎的動力。藉著921震災活動這事件上,筆者試著去探討青年會的精神與組織,在大型災難中如何實踐基督教青年會的社會服務精神,甚至進而與在地社區、政府公部門實行社會福利與服務的實踐行動,以實踐青年會的社會運動。

This paper is set on the premise of the social service, assuming the author's birthplace, Taichung, as the research area. The main focus is on the local social service of Taichung Young Men’s Christian Association (YMCA), their involvement and transformation during 1999 to 2009, after the tremendous 921 earthquakes occurred in the central area of Taiwan. Starting with the youth fellowship, which is motivated by the YMCA according to the tenet in the Bible Gospel of mark Chapter 10, section 45, "for the son of man came not to be served, but to serve people" and "the body without the spirit is dead, so faith without works is dead” in Jacob, section 26 of Chapter 2, young people will put the tenets in the Bible " non-active people, is active in the human " into practice by doing the social services and show their spirits. Based on caring the Ministry of the Gospel, we know that instead of being limited to the soul, on the salvation, we should focus on a holistic health care. Many people were led to accept the Gospel by having YMCA’S caring help and service. The Bible not only cares about people's souls but their physical and social needs. People could still remember vividly about the social destruction that caused by the 921 earthquake in the Central of Taiwan. For the overall society and the refugees, how to reestablish the community is a great challenge in the long term. During the rescuing and the reconstruction process, it was shown obviously from the reports and surveys by the mass media, academic institutions or the government that, the government and its bureaucratic system could not effectively handle and solve the urgent situation. Therefore, the responsibility of being the alternative and supplementary for the government relied on the group of spontaneous general public. Among the help from the citizens, the most powerful and distinguished should be the religious group that always knows how to keep helping and involving in the reconstruction process, taking care and comforting the refugees from their physical, mental and spiritual aspects. For an organization, the structure and the spirit are the main motivations to keep it moving, progressing, and make the social service not merely a banner or a slogan. Based on the 921 earthquake relief issue, I tried to explore the spirit of the organization, and how those young people in YMCA practice their belief on the social service. What is more, how they devoted to the local community service, improving the social welfare department of the government and further put their objects into practice is the core of the research paper.
