光電產業導入逆物流關鍵成功因素之探討

摘要 企業在供應鏈架構中會產生大量的廢棄物,雖然廢棄物處理技術已逐漸成熟,但礙於倉儲空間的缺乏及提昇競爭力的考量,逆物流開始受到社會各界的廣泛關注。而台灣電子產業產品行銷至全球,其商業模式及維修服務體系皆是藉由客戶需求及面臨的挑戰逐漸轉變而來,在面臨歐盟廢電機電子指令(WEEE)、危害物質限用指令(RoHS)及能源使用產品生態化設計指令(ErP)等法規下,如何有效提升逆向物流管理,儼然成為電子產業廠商當今重要的管理議題之一。 本研究的目的為以整體逆物流及國內外相關環保規範,研擬出光電產業導入逆向物流所考量的關鍵成功因素,據此建立評估導入逆向物流考量因子之層級分析模式。本研究採專家問卷法,針對三家光電產業業者專家進行發放,以求取各關鍵成功因素之權重來分析其重要因素。研究結果有兩點:一、建立光電產業導入逆物流關鍵成功因素共有「經濟成本」、「顧客需求」、「環保需求」、「綠色需求」和「社會責任」等五大構面及17個評估指標。二、獲得光電產業導入逆物流關鍵成功因素的權重,構面部份,依序排列分別是經濟成本構面權重值0.363,排序第一;顧客需求構面權重值0.268,排序2;環保需求構面權重值0.163,排序3;綠色需求構面權重值0.112,排序4;和社會責任構面權重值0.095排序5。 關鍵字:光電產業、逆物流、關鍵成功因素、層級分析法

Abstract Enterprises in the supply chain architecture produce large amounts of waste. Although waste processing technology has gradually matured, considering lacks of the storage space and improving company’s competitiveness, reverse logistics has been received wide attention from all sectors of society. As Taiwan’s electronic industry products have been exported and sold to international markets, the business model and service system of Taiwan’s electronic industry are gradually evolved by customers’ demand-orientation and market challenges. However, under the EU Waste Electrical and Electronic Equipment directive (WEEE), Restriction of the use of Hazardous Substances (RoHS) directive, and Energy-related Products directive (ErP), how to effectively improve reverse logistics management becomes one of important management topics for electronics manufacturers. The objective of this research is to study domestic and international government environmental regulations on reverse logistics in order to summarize the critical success factors (CSFs) on reverse logistics for Optoelectronic industry. Therefore, this study can construct a hierarchy of these CSFs. Next, this research designs questionnaires, distributes them to experts from three case companies, and calculates the weight of each CSF by the analytic hierarchy process (AHP) method. Two findings are summarized as follows: first, based on the literature review and expert interviews, the CSFs of implementing reverse logistics for Optoelectronic industry consist of five factors, such as economic cost, customer demand, environmental protection requirement, green demand, and social responsibility, and 17 corresponding indicators. Second, the five CSFs from the highest to lowest weight is economic cost (0.363), customer demand (0.268), environmental protection requirement (0.163), green demand (0.112), and social responsibility (0.095).
