IEC 61850是一種針對電力系統的國際通訊標準,運用GOOSE通訊傳輸數據的方式,可以進行變電所內部的數據傳輸及保護控制。本研究嘗試把IEC 61850通訊協定推廣運用至配電饋線保護,朝智慧配電的方向邁進。 本論文使用ABB公司生產的IED,嘗試模擬在含再生能源的配電饋線上,實現應用IEC 61850通訊協定達成保護功能的可能性。本研究最終透過PCM 600規劃軟體,賦予適當的邏輯程序之後,證明以IEC 61850通訊架構可以實現配電系統保護方案。 隨著網路通訊對配電電網控制的重要性逐漸提升,為了解決通訊故障對配電電網控制的影響,本論文進而提出一套在IEC 61850通訊協定規範下,饋線上IED通訊故障之後備保護。亦即配電饋線上有IED 發生通訊故障時,仍然可以透過其他台IED完成饋線保護。本論文的模擬成果,可以作為未來發展更完好的配電控制技術的基礎。
IEC 61850 is an international communication standard of power system. Using GOOSE communication of IEC 61850, we can carry out the data transmission, protection and control within the substation. This thesis attempts to promote the application of IEC 61850 communication protocol to distribution feeder protection, and to move towards the direction of smart distribution. This thesis uses the IED produced by ABB to simulate the protection function on the distribution feeder with renewable energy by using the IEC 61850 communication protocol. In this research, by using the PCM 600 planning software to give the appropriate logic procedures, it is proved that the IEC 61850 communication framework can realize the protection scheme of the power distribution system. With the increasing importance of network communication to distribution grid control and in order to solve the impact of communication failure on distribution gird protection, this thesis proposes a set of backup protection methodologies for feeder IED communication failures under IEC 61850 communication protocol environment. That is to say, when there is an feeder IED which communication function is failure, the feeder protection function can still be completed through other IEDs. The simulation results of this research can be used as the basis for the development of better distribution control technology in the future.
