日治時期臺灣總督府土木技師海外考察復命書初探

中文摘要　　西元1895年，清廷於甲午戰爭中戰敗並簽訂馬關條約將臺灣割讓予日本，成為日本第一個海外殖民地，在沒有殖民經驗的狀況下，基礎建設上又屬落後未開發的臺灣，藉由海外考察與經驗學習，循序漸進有計畫性地建設殖民地臺灣。其土木工程技術習自海外並引進使臺灣成為新技術的實驗場域，無論在民生、經濟、社會等方面均做出長遠的貢獻，現今留存在臺灣各地的土木設施，其歷史價值在於追溯當時薈萃土木技師海外資訊的學習，將最先進的技術帶回，使得臺灣於土木公共工程基礎建設邁向現代化，將臺灣的技術水準推向國際與世界接軌。論文初探現存土木技師海外考察復命書，其由日治時期臺灣總督府土木技師，透過海外考察出差，獲取相關土木技術海外資訊，並於回國後撰寫復命書向總督報告，其章節如下：第一章　建構本研究論文之研究動機、目的、主題、範圍以及相關參考文獻與研究方法。第二章　建構其海外出差的背景與相關派遣海外技師之學歷、經歷，並將所紀載的派遣公文做基本的介紹。第三章　「衛生工事」復命書，考察與臺灣氣候、人種相似之外人居留地與殖民地，提出對臺灣基礎衛生工事的建議及可採用的類型。第四章　「鐵道工事」復命書，考察歐美先進的鐵道技術與設備及探察南洋殖民地鐵道調查。第五章　「港灣工事」復命書，論述近代世界港灣革命的探討與打狗港防波堤工事。第六章　綜合前述章節，論述土木技師於海外出差中對臺灣土木工事上帶來的影響。建議及後續研究與討論等

Abstract In 1895, the island of Taiwan was a dependency of the Empire of Japan, after Qing China lost the First Sino-Japanese War to Japan and ceded Taiwan Province in the Treaty of Shimonoseki. Under Japanese rule, learning how to construct the Taiwan’s fundamental of civil engineering, through the overseas business trip experience. The study aimed to comprehend how civil engineers of Taiwan at that time obtained the latest overseas information and applied it to construction in Taiwan. Preliminary Study the overseas business trip reports how to improve Taiwan’s technical into International. Chapter 1 Study motive, Intention, Study field and method.
