以成本效益評估探討再生水價格策略

The Inquiry of the Pricing Strategy of Reclaimed Water Using Cost-Benefit Analysis

摘要


本研究以使用再生水額外產生之外部效益作為水價調整之關鍵因素,我國因長期偏低之自來水價,除導致自來水公司長年虧損外,間接導致再生水推廣不易,而提高自來水水價於實際應用上極為困難,故應以調降再生水水價為主要方向。使用再生水產生之外部效益對新水源開發、工業用水、農業用水、超抽地下水等皆有影響,本研究將鳳山再生水廠供應中國鋼鐵公司及福田再生水廠供應中龍鋼鐵公司為主要水價研究對象,對所提出之外部效益當中可量化項目提出並納入再生水價格運算中,分析其對政府及需水端產生之影響。 透過使用再生水所產生之外部效益及不同折現率和攤提年限的設定,對於政府而言,需於現行價格的基礎上再進行補貼,而考量外部效益過後的再生水相較於自來水稍高一些(鳳山再生水廠需另補貼0.55元/m3、福田再生水廠需另補貼3.36元/m3),惟考量外部效益之方法已明顯拉近兩者水源價格之差距。另外對需水端而言,考量使用再生水所產生之外部效益後,再生水價格明顯較自來水更具誘因(鳳山再生水廠之再生水價格相較於自來水價格便宜1.67元/m3、福田再生水廠之再生水價格相較於自來水便宜11.72元/m3)),此理論可有效提升需水端使用再生水及投資再生水產業之意願。 外部效益的概念對水價調整有顯著的正面影響,可作為未來水價公式調整之參考項目,且所計算之成本分析項目及效益應考量更深層面,使再生水於其替代品(自來水)不降價的原則下具有更強大之價格誘因,使我國再生水利用率增加。 關鍵字:再生水、外部效益、水價

This study takes the additional external benefits of using recycled water as the key factor in water price adjustment. The long-term low tap water price in my country has not only caused long-term losses for water companies, but also indirectly led to the difficulty in promoting recycled water, and increasing tap water prices in practical applications It is extremely difficult, so the main direction should be to reduce the price of reclaimed water. The external benefits generated by the use of reclaimed water have an impact on the development of new water sources, industrial water, agricultural water, and over-pumped groundwater. In this study, the Fengshanxi Reclaimed Water Plant was supplied to China Iron and Steel Company and the Futian Reclaimed Water Plant was supplied to Zhonglong Iron and Steel Company as the main water price. The research object proposes and incorporates the quantifiable items of the proposed external benefits into the calculation of the price of recycled water, and analyzes its impact on the government and the water demand side. The external benefits generated by the use of reclaimed water and the setting of different discount rates and amortization periods require the government to provide subsidies on the basis of the current price, and the reclaimed water after considering the external benefits is slightly higher than the tap water (Fengshan Reclaimed Water Plant needs an additional subsidy of 0.55 NT/m3, and Futian Reclaimed Water Plant needs an additional subsidy of 3.36 NT/m3), but the method of considering external benefits has significantly narrowed the gap in water source prices between the two. In addition, for the water demand side, after considering the external benefits of using recycled water, the price of recycled water is obviously more attractive than tap water. The price is 11.72 NT/m3 cheaper than tap water. This theory can effectively increase the willingness of the water-demand end to use recycled water and invest in the recycled aquaculture industry. The concept of external benefits has a significant positive impact on water price adjustments and can be used as a reference item for future water price formula adjustments, and the calculated cost analysis items and benefits should be considered at a deeper level, so that the reclaimed water does not reduce the price of its substitute (tap water) There are stronger price incentives under the principle of which will increase the utilization rate of recycled water in our country.
