資訊系統委外成功因素之研究 —以先進規劃排程系統為例

A Study on the Outsourcing Success Factors of Information Systems — The Case of Advanced Planning and Scheduling System

摘要


資訊系統對企業日益重要,但隨著環境的改變,致使企業原有的系統無法滿 足使用者需求,在企業朝向專業分工與訴求成本節省的驅動力下,為爭取完成時 效、加速引進新技術等因素,委外遂成為建置新系統,以達成提昇競爭力的策略 方法。然而,在評估不同個案的資訊系統委外成功因素時,要如何兼顧各種層面 及目標,提供適當的分析方法來解決問題,當所屬的環境和產業大不相同時,原 有的衡量指標是否能適用於當下環境,這些仍是個重要的問題。本研究藉由文獻 的探討,彙整學者對於委外成功所提出的相關因素,以委外理論的基礎的觀點從 「企業策略」、「內部資源需求」、「外部委外環境」三個層面來歸納,並透過 AHP分析層級程序法來進行資訊系統委外成功因素之重要性評估,AHP能將複雜的 問題利用層級的方式作有系統的分析,並可利用層級的架構將問題簡化。 本研究在分析與探討後發現,以先進規劃排程系統為例,系統委外成功因素 的前十項準則分別為,「企業策略層面」:組織目標的貢獻度、改善資訊品質、提 供教育訓練;「內部資源需求層面」:高階管理者支持、使用者合作認同、內部人 員抗拒、專案執行管理能力、專案工作分配、專案需求瞭解程度;「外部委外環 境層面」:供應商經驗,上述的因素為個案公司在委外時最重視的部份。在最後 本研究將以權重排序的前十項準則設計成訪談問題,針對個案公司先進規劃排程 系統委外的案例進行訪談分析,提供對於個案公司資訊系統委外工作上的評估與 未來改善的建議。

IT systems are becoming more vital to enterprises. However, with the changing of environments, the original systems cannot fulfill the needs for business users. Moreover, outsourcing has become a new strategy which helps business to improve competency in order to improve efficiency and import new techniques under the driving force for enterprises to pursuit professional service and cost reduction. Nevertheless, the successfulness of outsourcing cases may vary as a result of dissimilar environments and industries. Therefore, how to find an appropriate analytical measure has becoming a critical issue. In this research, journals and the related successful elements gathered by scholars were reviewed. Furthermore, three fundamental outsourcing theories including 「business strategies」、「internal resources requirements」and the external outsourcing environments were induced. At the mean time, analytic hierarchy process was adopted in order to evaluate the important elements of outsourcing. AHP can be used to analyze complex problems systematically and simplify it with hierarchy frameworks. At the end, the top ten successful outsourcing elements were discovered in the case of advanced planning and scheduling system. These elements were the contributions toward organizations’ ambition, the improvement of information quality, employee training, internal resources requirements, supports from managers, cooperation from users, resistance from internal employees , the abilities to proceed projects management, the allocation of projects works, the understanding of projects needs, external outsourcing aspects and the suppliers’ experiences. These were the most important elements in this outsourcing case. At the end of this research, these ten principles were employed to precede interviews. The company was analyzed by analytic hierarchy process, consequently the evaluation for outsourcing IT system and suggestions were made.
