區域性與不同類型用戶之供電可靠度評估

摘要


較高的供電可靠度通常來自於電業較高的資本投入,伴隨而來的卻是電價的上揚,故供電可靠度與電價常是電業的兩難。如何在有限的資源下,將資源有效地投注於高效益的供電可靠度的改善措施,成為電網規劃的重要工作。 本研究分析台灣常見配電型式的可靠度水準及其建設成本的關係,基於最適供電可靠度理論,模擬不同區域用戶的停電損失與不同配電型式的建設成本,探討符合不同區域用戶之最適配電系統型式。 此外,本研究並分析檢討當配電系統設有分散式電源時,其容量大小及位置對系統可靠度的影響。

The better distribution reliability usually needs higher cost and it will lead to a higher electricity price. It’s a critical problem for a power company to make decision between reliability enhancement and power rate. How to improve the reliability in an efficient cost under limited resources is an important issue on distribution network planning. This thesis analyses the relationship between reliability levels and construction cost of common power distribution feeders in Taiwan, and finds out the alternative feeder types for different regions by simulating the interruption costs of customers in different areas and construction cost of feeders based on value-based distribution system reliability planning methodology. Furthermore, this thesis also analyses the impact on system reliability for the capacity and location of distributed energy resources when it is installed in distribution system.
