應用雙向概念擴展法於法規查詢之研究
The Research of Using Bi-directional Concept Expansion for Laws Query
摘要
鑒於傳統網路檢索技術大多以查詢詞為中心做擴展，當文件內容精簡、隱含深義或需運用邏輯推理判斷技巧時，其檢索效果往往無法令人滿意。例如，與我們生活息息相關的法規查詢應用，實務上多為「遇事查法」，但法律事件與相關法條非一對一關係，且使用者口語化的事件描述，通常無法直接對應到法律專業用語與法條內涵。為期專業知識應用普及化、資訊檢索方式人性化、通俗化，故本研究提出由文件面及查詢詞面雙向擴展逼近的雙向概念擴展法(BCE)，即一方面運用概念反轉檔(CIF)擴建文件本文以外的概念，讓文件內隱知識(Tacit Knowledge)外顯(explicitly)，艱澀難懂的專業語詞淺顯化、通俗化。另一方面擴大查詢詞擴展範圍，將以往被忽略的數量詞及時間副詞，利用關係運算及邏輯權重篩選技術，達成推論及概念擴展效果；此外，運用正、負數權重，使概念的屬性與內涵及文件內語詞的搭配組合更靈活，且讓資訊檢索技術由純粹的語詞比對晉升到推理與判斷的階段。本研究經以法規及法律問題進行檢索實測結果，有顯著的成效。

Conventional query expansion for information retrieval techniques on the Internet, are traditionally based on the expansion of the words from the user’s query inputs. However, the searching results of professional documents which are streamlining, abstruse and often need reasoning to determine from their intents, can hardly meet user’s needs. For example, the querying application for laws and regulations practically uses legal events to look up the laws, but the events are not one-to-one related to the law articles, and the descriptions of the legal events from the users are too colloquial to match the accurate terminologies. In order to enable the widespread of professional knowledge and make information retrieval conversational, this thesis proposes a Bi-directional Concept Expansion method (BCE), which allows documents and query terms approximate in both ways. On one hand, the concept of documents can be expanded by using the Conceptual Inverted File (CIF), which not only explicit the tacit knowledge but also enable professional knowledge to be understand easily in query. On the other hand, the method expands the range of the expansion of query words and the formerly neglected decision statements such as quantifiers, time adverbs and conditionals can achieve reasoning and concept expanding by compared operating and logical weight checking; Besides, the use of the number of positive and negative weight can make a flexible combination of the attributes and the words within the documents and also promote information retrieval to the stage of judging and reasoning. We have performed a series of experiments to test the system with the law articles and legal issues. The results have proven that the Bi-directional Concept Expansion method can greatly help users in finding their information in a more effective way.
