摘要

軍事各項設施的完備與否與維護品質的良窳，除了影響國軍日常工作、戰備任務外，對國軍部隊的士氣維護及駐用安全產生直接影響，近年來軍事相關修繕工程，多採已委外作業方式實施，因牽涉金額及機關層級甚多，因此惟有加強事前評估工作，才能使此業務能夠順利推展。
本研究透過現有文獻探討及專家訪談相關資料彙整和分析，並利用修正式德菲法（Modified Delphi Method），來確認評估的購面和準則，然後再以層級分析法（AHP）來將問題系統化，透過量化的判斷，加以綜合評估，獲得各評估準則的所佔總體權重，最後再將各層級之構面及準則所佔之權重，加以轉化成配分權重，以建構合理的軍事修繕委外評鑑表。
本研究彙整出4個構面及13個評估準則，經由修正式德菲法專家學者問卷確認構面及評估準則後進行問卷調查，研究結論為評估軍事修繕委外購面權重分別是1.維修期程39％、2.行政管理29％、3.品質管理23％、4.安全衛生9％等4個構面，並推展出13個相關準則，據以建構一評估項目之層級式架構，針對軍事修繕能做更完整的考量評估，減少錯誤的機會，以提升軍事修繕委外的品質與效率。

The completeness of military facilities and the quality of maintenance management have direct impact on influence of soldiers’ living, mission, morale and safety. In recent year, military facilities maintenance is done mostly in outsourcing tactics. Due to involve lots of money and departments, we have to evaluate in advance to help the plan greatly.
In this study, we choose the criteria and sub-criteria of evaluation based on the current literatures and Expert interviews. Then these criteria and sub-criteria are confirmed by Modified Delphi Method. Furthermore, analytical hierarchy process (AHP) is used to deal with complex problem systemically through decomposing the problem into a hierarchy of more easily comprehended sub-problems. Each criteria and sub-criteria of hierarchy is given a numerical weight or priority for further judgment and analysis. In the final step of this process, the numerical priorities of these evaluation criteria and sub-criteria are calculated and converted to numerical values.
In this study, according to the literature, we select the four criteria and thirteen sub-criteria which are further confirmed in the questionnaire for a panel of experts by using Modified Delphi Method and then further by using AHP to survey. In the conclusion of this study, then numerical weights of the four criteria are summarized as: 1. 39% for maintenance timetable, 2. 29% for administrative management, 3. 23% for quality management, 4. 9% for health and safety. We can establish the reasonable ranking protocol of military facility maintenance. It will provide the higher quality and reduce errors and make complete evaluation.
