隨團見習納入導遊人員職前訓練之探討

摘要

根據交通部觀光局所發布的統計資料、2012年來台旅客已達到7,311,470人、是2000年2,624,037人的2.78倍、導遊人數也由2000年2,360人快速成長到2012年的30,301人，而在這樣高成長的榮景下、卻有近75%約25,000位導遊並未投入導遊工作、到底目前的導遊人員的考訓用制度是有何問題？

本研究運用導遊人員考訓相關法規及學者著作等次級資料、及427份有效問卷和深度訪談產官學17位學者專家所獲得之初級資料、利用內容分析及統計學之數量分析方法，來對目前的導遊人員的考訓用制度進行探討。

經資料研究分析結果，產官學各界均肯定隨團見習對改進目前導遊人員職前訓練之成效，並對實施細節提出諸多建言。本研究建議政府觀光行政部門應將導遊人員職前訓練朝向「課堂減半、隨團見習」的方向改變，使訓練成效貼近旅行業者對導遊人員之期望、以改善導遊就業市場現狀。

Taiwan Tourism Bureau released statistics show that in 2012 there are 7,311,470 tourists to visit Taiwan, was 2.78 times in 2000. Tour guides in Taiwan also quickly grew from 2,360 in 2000 to 30,301 in 2012. However nearly 75 percent （about 25,000） tour guide who has passed the national examination did not enter the workplace, which is a clear indication that dysfunctions and misconnection exist in our cultivation policies for tour guide.

In this study, 427 valid questionnaires were returned and in-depth interviews were conducted with 17 government and academic scholars. Interviews were transcribed and themes that emerged during the ‘conversations’ were identified and coded. The insights derived from this strategy were used to enrich the analysis of the different results encountered in the survey responses.

The results show that industry, government and academic communities are certainly trainee accompanying tour guides on improving the current effectiveness of pre-service training, and implementation details made many suggestions. And a existed mechanism should be modified.

We proposed a new mechanism to integrate an internship programs into present tour guides pre-service training system. The new mechanism we proposed will be focused on occupational requirements to properly coordinate the tourism industry.
