習李體制下中國對東協戰略的調整

習近平與李克強上任以來，接連訪問東南亞國家，展現中國新一屆領導集團經略周邊環境、塑造互惠格局的重大外交行動作風。且中國對東協國家的外交策略，為其總體外交戰略中相當重要的一個環節。現今的中國與十年前胡、溫執政初期有了明顯不同，習、李所面對的是一個更加富強、更具國際影響力的中國，相對地，所面對問題勢必也更加嚴峻。中國政策發展模式依循著「漸進決策模式」，故本文回顧中國歷代領導人對東協的戰略。然而，習李上任後對東南亞的政策過程卻是加速的，層面也是快速擴張的，且重於對「大陸東南亞」國家之經營，戰略重心的轉移之下，無論經濟上與政治上的合作，中國與大陸東南亞國家皆有著頻繁的訪問、密切之互動。然而，美國的「亞太再平衡」策略，卻緊緊扣住中國與東協未來戰略走向，本文亦探討美國「亞太再平衡」戰略的意涵，兼剖析中國現任政府政策調整以面對與美國正面的突擊，以及探討中國目前的東協戰略目標、內涵和未來的走向。最後，分析習李時期中國在推動東協戰略過程中，面對東協國家、美國及國際情勢等因素影響所產生之機遇和挑戰。
