祖父母親屬安置照顧者之照顧經驗初探

A Study on Caring Experience of Kinship Care Grandparents

摘要


親屬安置(kinship care)指的是一種家庭為基礎的替代性服務方案。當原生家庭庭發生重大變故,失去其原有之照顧養育功能,或兒少不適宜在原生家庭內接受教養時,經由社會工作人員進行專業評估後,優先考量將兒少安置於適當之親屬家庭中,接受照顧、養育及保護,即為親屬安置。但從台灣目前家外安置來看,還是以寄養家庭照顧及機構式照顧居多,安排祖父母當作親屬安置照顧者之實例更是少之又少。 本研究之目的欲瞭解祖父母親屬安置照顧者之照顧經驗及接受正式與非正式資源的想法與感受為何?最後根據研究結果提出建議。 依據研究目的,研究者以質化研究方式為主要研究方法,並以深度訪談訪問四位祖父母親屬安置照顧者。研究結果發現: 一、祖父母親屬安置照顧者對於提供照顧之原因不同,分別是: 1.提供基本生活所需。 2.避免不好的經驗複製。 3.對自己下一代的一種體貼。 二、祖父母親屬安置照顧者面臨之困境為: 1.經濟上的困難。 2.被安置兒少特殊身心狀況。 3.健康與疾病問題。 4.無法在照顧中得到喘息。 5.資源不足導致教養上的難題。 6.教育之問題。 7.原生父母帶來的負面影響。 三、祖父母親屬安置照顧者接受的正式與非正式資源: 1.正式資源: (1)安置費用及其他補助。 (2)實務資源的提供如醬油、米、文具等。 (3)活動方案的提供。 (4)心靈層面的傾聽。 (5)其他服務資源。 2.非正式資源: (1)家人的支持與幫助 (2)宗教信仰的支持與協助 (3)鄰居、朋友的支持 基於上述研究發現,研究者針對政策、實務及學術層面整理出下列研究建議: 一、政策層面: 1.落實親屬安置之方案之理念。 2.應儘速制訂兒童少年親屬安置服務辦法,特別是針對祖父母照顧者之角色應有更完善之配套措施。 3.增加社工人力以增強親屬安置服務之能量。 4.蒐集、統整我國親屬安置理論與實務資料。 二、實務層面: 1.社工人員專業訓練。 2.服提供包裹式、多樣化的服務。 3.辦理各縣市親屬安置經驗交流。 三、學術層面: 1.增加樣本來源。 2.聽聽家中其他照顧者的聲音。 3.聽聽被安置兒少的聲音。 4.瞭解社工對於祖父母親屬安置之考量。 5.使用不同於質性訪談的量化研究方法。

Kinship care is a term for describing family-based substitutional services. These services are put into place when families encounter major changes, when they lose their original function of care, or when the children in the family can no longer be cared for or educated. By the request of parents and professionals or the mandates of governments, children in such situations are raised by foster parents or host families, so that they are able to grow up in appropriate environments. In Taiwan, current approaches to out-of-home placement, foster family care, and institutional care rarely involve grandparents as caregivers. The purpose of this study is to better understand grandparents' experiences of kinship care and how these caregivers use resources. The conclusions drawn by this study can be used to improve policies. For research purposes, the researcher uses qualitative methodology and interviews four grandparents involved in kinship care. The study finds that: I. There are different reasons that grandparents provide kinship care: A. To provide the basic necessities of life. B. To avoid the replication of bad experiences. C. Out of consideration for the next generation. II. There are several predicaments faced by grandparent involved in kinship care: A. Economic difficulties. B. Children’s special physical and mental health conditions. C. Health and disease issues. D. Inability to get respite in care. E. Problems resulting from insufficient education resources. F. Other education-related problems. G. Negative impacts of birth parents. III. Formal and informal resources: A. Formal resources: a. Allowance for out-home-care and other grants. b. Kind resources. c. Programs of activities. d. Mental and spiritual aspects of listening. e. Other service resources. B. Informal resources: a. Family support and help. b. Religious support and assistance. c. Support of neighbors and friends. Suggestions for further research are made based on findings from this study, and are as follows: I.At the policy level: A. Implement the kinship care program concept. B. As soon as possible, development a kinship care services approach, especially for grandparents involved in kinship care. C. Increase worker numbers, to enhance the strength of kinship care. D. Collect information and integrate kinship care theory and practice II.At the practical level: A. Provide social workers with professional training. B. Provide diversified services. C. Exchange experiences with other countries. III.At the study level: A. Increase the sample source. B. Take other caregivers’ voices into account C. Take children's voices into account D. Understand considerations of social workers arranging for kinship care by grandparents. E. Supplement qualitative interviews with quantitative research methods.
