澎湖具備豐富的天然資源,同時擁有多樣化的自然景觀,是國人熟悉的旅遊熱點,經濟部2011年開始推動「建置澎湖低碳島專案計畫」,希望將澎湖打造成為我國第一座低碳示範島嶼。旅遊業過去曾被視為「無煙囪工業」,其實旅遊活動易消耗大量能源,若缺乏保育及過度開發亦會對環境造成破壞與衝擊。基於上述條件,本研究以澎湖地區的旅遊業者以及來自產、官、學各界之專家學者等為對象進行深度訪談,評估澎湖發展低碳旅遊之利基點與推動方式。 本研究希望探討澎湖地區之環境、社會文化及經濟面向可能的影響,以及產、官、學界及當地居民對發展低碳旅遊的看法和態度,並評估澎湖發展低碳旅遊之可行性,再根據研究結果研提可做為後續推動之具體建議。本研究之研究範疇包含:(一)了解澎湖地區產、官、學界及地方對當前旅遊現況的看法。(二)了解澎湖地區產、官、學界及地方對低碳旅遊的看法及態度。(三)探討澎湖推動低碳旅遊對經濟、環境及社會文化可能的影響。(四)針對本研究結果,分析低碳旅遊之可行性及政策推動上的建議。 研究結果顯示,近年推動「建置澎湖低碳島專案計畫」提供低碳硬體設施建置,打造澎湖低碳特色,搭配當地先天優越條件,能加值澎湖低碳旅遊經濟價值。而在地社會文化特色,更可增進澎湖低碳旅遊深度,帶動澎湖低碳旅遊風潮,進而促進澎湖生活模式轉型,達到提升遊客旅遊素養及低碳觀念養成之目的。研究也發現,澎湖若要發展低碳旅遊,需要將澎湖的低碳元素、在地文化等進行整體性的包裝,並透過規劃旅遊行程、擴大宣導對象及強化綠色運輸範疇等方向,將助於澎湖發展低碳旅遊。
Penghu has rich natural resources and variety of natural landscape which is a tourism hotspot that people are familiar with. Since 2011, the Ministry of Economic Affairs started to promote “Penghu Low Carbon Island Project” setting the goal of building Penghu as the first model of low carbon island in Taiwan. Tourism industry used to be seemed as a non-smokestack industry. As a matter of fact, tourism activities consume high amount of energy. Overexploitation without conservation plan also brings damages and impacts toward the environment. Given these conditions, selecting tour operators, entrepreneurs, government officers and scholars in Penghu as interviewees, this research provide assessment and strategy for Penghu to develop low carbon tourism. This research aims to probe possible effects toward Penghu’s environment, sociocultural environment and economy and to survey the opinions and attitude of government, private sector, academic institute and local residents. Based on these data, it evaluates the feasibility for Penghu to develop low carbon tourism and provides suggestion for future development. The scope of this research contains (a) opinions of government, private sector, academic institute and local residents toward Penghu’s tourism status; (b) opinions and attitude of government, private sector, academic institute and local residents toward low carbon tourism; (c) possible effects toward Penghu’s environment, sociocultural environment and economy; (d) the feasibility of low carbon tourism in Penghu and suggestion for promotion of policy. The result shows that with the promoting of “Penghu Low Carbon Island Project” in recent years, low carbon infrastructures were built in order to construct Penghu’s low carbon feature. Along with natural conditions, the project added value into Penghu’s tourism economy. Furthermore, local sociocultural environment can deepen the depth of tourism leading the trend of low carbon tourism and transform the lifestyle in Penghu in order to educate tourist with low carbon concept. The result also shows that in order to develop low carbon tourism, complete package and branding of Penghu’s low carbon and sociocultural features are required. Additionally, arranging tour itinerary, increasing audience group for promotion, and constructing green transportation system can also assist Penghu to develop low carbon tourism.
