經濟弱勢者求助正式部門歷程之研究─以急難救助個案為例

摘要

本研究之目的為深入瞭解經濟弱勢者求助前之社會支持，以及求助正式部門之求助歷程。本研究共訪問九位居住於台中市，已向正式部門申請急難救助服務之經濟弱勢者，並且依據訪談結果，繪製出經濟弱勢者之求助歷程圖。
本研究歸納以下幾點：
一、經濟弱勢者遭遇之問題與成因。
二、經濟弱勢者遭遇問題之解決方式。
三、經濟弱勢者之社會支持及運用情形。
四、展開求助正式部門的促使原因。
五、經濟弱勢者之求助歷程。
六、經濟弱勢者求助後的經驗與影響。
本研究發現，經濟弱勢者在勞動市場及社會福利制度中相對弱勢，但依據個人生活脈絡之社會支持網絡，有不同之求助對象與過程。然而突發重大事件後，原有支持系統失靈或無法因應生活困境，會進而求助於正式部門。最後，依據研究結果，提出對經濟弱勢者（或近貧者）相關政策與實務之建議，希冀能透過政策之制定與實務之執行，有效減緩及改善經濟弱勢者遭遇之問題。

The purpose of this study is to obtain a deep understanding of the lifestyle, the social support and the help-seeking process of the economically disadvantaged. The study interviewed nine economically disadvantaged people who have resided in Taichung City and have applied for emergency assistance services to the official departments. This study has drawn a timeline chart of the help-seeking situation of the economically disadvantaged based on the investigation.
This study summarizes the following points:
1. The problems and causes of the economically disadvantaged
2. The way the economically disadvantaged people face problems
3. The social support and application of the economically disadvantaged
4. The reasons for economically disadvantaged seeking help to the formal department
5. The process of seeking help from the economically disadvantaged
6. The experience and influence of the economically disadvantaged after seeking help
This study finds that economically disadvantaged people are relatively weak in the labor market and social welfare system. According to the social support network of personal life, there are different objects and processes for help for economically disadvantaged. However, after a major incident, the original support system fails or cannot cope with the dilemma and will then turn to the formal department. Finally, based on the research results, the recommendations on policies and practices related to the economically disadvantaged are proposed. It is hoped that through the formulation and implementation of policies, the problems encountered by the economically disadvantaged will be effectively mitigated and improved.
