老人保護個案重複受虐相關因素之初探-以桃園市為例

本研究旨在瞭解影響老人保護個案重複受虐的相關因素。本研究桃園市家庭暴力暨性侵害防治中心2015＆2016年間在桃園市經桃園市家庭暴力暨性侵害防治中心「桃園市家庭暴力／老人保護個案紀錄」。家庭暴力事件包含親密關係暴力，直系血親卑親屬虐待尊親屬，及其他家庭成員間暴力，總共699筆記錄。研究架構則以雙變項進行分析，輔以質性訪談，訪問四位服務被害人社工補充量化資料。研究結果發現老人保護個案的個人特性、案件特性和社工已協助事項部分達顯著相關。在質性訪談中發現老人個案複雜性高，安全處遇計畫、相對人處遇方案和加害人處遇計畫對於減緩老人重複受虐重要性。最後，根據研究發現就老人保護個案重複受虐提出建議。在政策面，建議制定提升老人福利法的法律位階、簡化老人保護案件司法程序；在實務面，建議增加被害人與相對人社區服務資源、增加相對人心理輔導資源、詳細規畫家庭教育與輔導的內容；學術面，則建議增加關於老人保護重複受虐個案相關研究、增加對於重複施虐相對人相關研究。

This study aims to understand the factors that influencing the repeated abuse of elderly cases. This study, Taoyuan City Domestic Violence and Sexual Assault Prevention Center " Records of Domestic Violence / Elderly Cases in Taoyuan City " in 2015 and 2016. In cases of domestic violence, which included Intimate Partner Violence (IPV), direct blood relatives abuse of respect relatives, and other family members of violence, a total of 699 records. The research structure was analyzed with bivariate analysis, supplemented by qualitative interviews, and interviewed four victim social workers to supplement quantitative data. The results show that the personal characteristics, the characteristics of the case and assistance of social workers in elderly cases have been significantly correlation. In the qualitative interviews, it was found that the elderly cases were highly complex, and the security plan and the relative person's treatment plan and Domestic Violence Offender Treatment Program were important to slow the repeated abuse of the elderly. Finally, the study proposes the factors that influencing the repeated abuse of elderly cases based on the research findings. In the policy aspect, raising the legal order of Senior Citizens Welfare Act, simplifying the judicial proceeding in cases of the elderly. In the practical aspect, increase community resources, increase the resources of relative psychological counseling, detailed planning of family education and counseling content.
