變與不變,從技術演化與網絡分析觀察國家科技發展-以半導體產業為例

摘要


科技日新月異,半導體產業隨著5G通訊、電動車等相關產業興起,成為各國科技發展的首要目標。隨著科技發展專業化分工成為當今趨勢,半導體產業在技術進步下早已發展出新的發展模式,與現代貿易體系的商品市場相比,技術市場的異質性所發展的國際技術網絡結構呈現不同的樣貌,核心國家的科技霸權與邊陲國家的技術依賴兩者相對立的組成與互動模式,即是本研究所關注的焦點。 本研究將國家視為國際技術網絡中的行動者,專利引證的技術活動視為行動者之間交流方式,以核心/邊陲與社會網絡分析兩種視角,觀察行動者個體的連結關係與整體的網絡特徵,以探討國際技術網絡的結構模樣及特性,並提出技術世界體系之概念。研究發現,在不變與穩定的國際技術結構中國家必須審視自身的技術位置與優勢,才能在半導體產業中,應對快速變化的技術週期。

With rapid changes in technology, the semiconductor industry that the rise of related industries such as 5G communications and electric vehicles, has become the primary goal of technological development in various countries. With the development of technology, a specialized division of labor has become the current trend. The semiconductor industry has already developed a new development pattern under technological progress. Compared with the commodity market of the modern trading system, this research focuses on the international technology network structure developed by the heterogeneity of the technology market. This study regards the country as an actor in the international technology network and the technical activities of patent citation as a means of communication between actors. From the perspectives of core/periphery and social network analysis, we can observe the connection between individual actors and the overall network characteristics. It will explore the structure and characteristics of international technology networks, and this study proposes “Technological World System.” This study found that in the stable structure of global technologies, countries must examine their technological position and advantages in order to cope with the rapidly changing technological cycle in the semiconductor industry.
