臺灣公辦民營「特許模式」學校治理之個案研究-以美國經驗為借鑑

摘要


美國推行特許學校多年,現已為各國公立學校轉型的仿效對象,我國欲藉由此「特許模式」發展出有特色的公立學校。過去有關公辦民營學校的研究,多偏重於該模式在我國及各縣市的可行性與制度設計的研究,且我國所發展公辦民營「特許模式」學校尚未能在各縣市穩定成長,究其原因與學校治理有很大的關聯。故本研究採Holmes問題解決法,探討我國特許學校在「公共與私人的參與」、「學校自主權」、「管理與領導」「學校選擇權」、「家長參與」此五大學校治理層面的情況,並藉美國特許學校治理經驗,以解決台灣目前公辦民營「特許模式」學校治理的問題與困境。 本研究結果發現美國開放不同的「教育服務提供者」皆能參與特許學校的經營,使其發展出多樣的特許學校類型。在預算、人事及課程與教學管理的學校自主權上,美國除立法給予彈性外,同時會有辦學績效評比與問責制的監督。眾多的美國特許學校類型,使美國家長可充分行使其教育選擇權,並影響美國家長對特許學校參與校務的高意願與行動力。整體而言,美國特許學校治理的經驗中,從立法、政府的監督、學術界的關注到對學校治理本身,對我國公辦民營「特許模式」學校皆有所啟發。

Charter school has been developed in the U.S. for many years. Now it becomes the model for other public schools in the world. Taiwan also wants to develop charter school. In the past, the study on charter schools in Taiwan focused on the feasibility and institutional design.Exploring the reason why it can’t be grow steadily in Taiwan, it has greatly related to school governance. This study will take the Holmes problem-solving method to explore Taiwanese charter schools’ governance focusing on public and private involvement, school autonomy, management and leadership by principals, school choice, parental involvement, and it will take the lessons learned from the U.S. charter school to solve our problems and dilemma. This study found the U.S. government allows different Educational Service Providers to manage charter schools, so there are various types of charter schools. And U.S. government not only gives charter schools flexible legitimacy in budgeting, human resourse management, and curricula and instruction management, but also controls them by monitoring students’ achievement and accountability plan. The U.S. parents can have school choices by the variety of charter schools available; and it makes them have highly commitment and willingness to participate in school affairs. On the whole, the experiences of U.S. Charter School governance ranging from the legislation, government supervision, academic attention to the school itself, are all inspiring to Taiwan.
