台灣與新加坡皆為亞洲四小龍成員,同屬以華人為主體的多元族群國家,同樣面臨全球化衝擊,且均面臨國土資源不足、生育率逐年降低、人口老化等社會與人口結構改變的隱憂。 台、新兩國移民潮流,實際上受到整個東南亞區域及全球移民趨勢影響。新加坡在考量國內經濟發展與勞動市場變遷的狀況下,還能每年開放為數可觀的境外移民居住與工作以達到新加坡人口結構的平衡。台灣近年來雖有大量婚姻移民的移入,但移民政策卻相對保守;台、新兩國背景相似,但移民政策卻明顯的不同,此即為本論文研究台、新兩國移民政策制定因素的主要原因。 本論文嘗試以文獻中移民的定義及類型、相關的理念學說、移民政策的發展演進及法律制度對於移民的各種福利與保障,來探究比較台、新兩國的移民政策制定的相關問題以及移民政策所含之意識型態。
Both Taiwan and Singapore are East Asian Tigers. Moreover, the two countries share a lot in common. For example, Chinese population dominates in the two countries of multiple ethnic groups. On the other hand, they are both under the impact of globalization, worrying about the shortage of lands and resources, the graduate reduction of birth rate, aging population and the structural change of society and population. The immigration rush of Taiwan and Singapore is, in fact, affected by the immigration trends of the entire Southeast Asia and the whole world. Taking domestic economic development and the transition of labor market into consideration, Singapore still allows considerable immigrants to reside and work in the country so as to strike a balance in its population structure. On the other hand, though there are a great number of marital immigrants migrating to Taiwan these years, its immigration policy is rather conservative. That is to say, though Taiwan and Singapore share similar backgrounds, there is a huge difference in terms of the immigration policy and this is the main interest for the study to discuss how the factors of immigration policy-making vary in the two countries. The study is aimed at discussing issues concerning immigration policy-making and the ideology behind it by means of literature review to discover the definition and types of immigration, theories related to it, the history of immigration policy, and the welfare along with security for immigrants protected by the law.
