南投縣有線電視數位化發展之研究

我國有線電視數位化的執行時程已經近在眉睫，政府推動數位化過程是否有能力或有準備因應是一項挑戰。本研究目的就針對南投縣用戶數限制對有線電視是否順利進行數位化的影響，探討南投縣有線電視數位化是否順利進行。當地的中投有線電視公司處於獨佔區域市場狀態下，一方面針對南投縣資源缺乏的限制，面對中華電線挾MOD數位匯流優勢競爭，是否仍願意符合政府政策，而持續進行有線電視數位化？是否政府願意以政策干預協助南投縣有線電視數位化？經過訪談南投地方的相關利害者，均是遲疑的答覆。本研究的結論是，針對南投縣種種不利的環境，當地業者確實僅受限於技術的困難，而在法制與經濟利益的考量。解決方案唯有中央政府採取積極的政策行動，方能以策略性協助地區性有線電視數位化的落實。

The digitization of cable TV has been set a tight schedule for execution process. The purpose of this study is to analyze whether the number of users in Nantou County causes any effects on the digitization of local cable company. Research questions also include: Whether local cable companies would make the investment in order to enhance their market share during the digitization, while lacking of resources for limited users and unably challenging of CHT’s MOD advantages of digital convergence? Whether local cable company would comply with government policy in the digitization of cable TV? Would policy interventions be able to remedy the worse situation? Through interviews with relevant stakeholders in the local areas, the responses seem concomitantly denial. The study concludes, for Nantou unfavorable context, the digitalization is not constrained by technical difficulties, technical difficulties, instead by the legalization and economic interests. Solution might be found from the central government's policy of active intervention in the strategic implementation of digital technology.
