從「全觀型治理」論政府組織再造策略--以經濟部工業局工業區服務中心為例

摘要

鑑於1980年代政府再造產生之缺失，擬援引符合公民社會價值及已有成功經驗之「全觀型治理」理論探索政府治理模式。「全觀型治理」源於Perri 6等人於Demos所出版《全觀型政府》，並深受英國工黨認同；再者，亦重視網絡服務之組織整合。於此，全觀型治理乃以風險社會概念為出發點，提出「治理層次」、「治理功能整合」和「公私部門整合」三層次整合，希冀能避免碎裂化政府缺陷。
此外，欲充實國家建設的源頭—經濟，本文以「經濟部工業局工業區服務中心」為個案研究，藉由系統性架構，逐一分析全觀型之「協調」、「整合」和「課責」等三策略。
研究發現依循下列三項主題延伸：
（1）全觀型治理強化共同體概念並創造政府組織再造之微笑曲線。
（2）經濟政策之治理模式呈現碎裂化態樣。
（3）服務中心之全觀型治理三項策略主要關注於「官僚體制」、「社群主義」及「後現代官僚組織」等三大要點。
故，研究建議則希冀以全觀且整體的組織層級架構與網絡圖像著手，非只以單一組織進行再造，破除單一碎裂化的策略盲失，以本研究為例，分別從「經建會」、「經濟部」、「工業局」、「地方政府」、「工業區服務中心」和「工業區內廠商」等六大面向著手；如此方能實現手段與目標一致的「全觀型政府」。

Due to the frustration of reinventing government in the 1980's, this research uses the holistic governance theory, which has civil society's value and successful experiment as the main line of discussion about the government governance model. "Holistic Governance" originated from "Holistic Government" that was published by Demos Press and was profoundly identified with the British Labour Party. Besides, it puts great emphasis on organization's integration with network service. Holistic governance takes the risk society concept as the starting-point. It has advanced to integrate three basic dimensions about 'governance tiers", "governance functions" and "public-private partnerships ", hoping to avoid the drawbacks of fragmentation government.
In order to accelerate the fountainhead of national development --Economics, this research takes the case of " Industrial Park Service Center, Ministry of Economic Affairs ". By means of the systematic framework, the author analysizes strategies of "holistic coordination", "holistic integration" and "holistic accountability"
Accord to three key subjects, the findings of this research extend:
(1) Holistic governance reinforces community concept and creates the smile curve of reinventing government.
(2) The governance model of economic policy displays fragmental situation.
(3) Industrial Park Service Center's three strategies of holistic governance include three principal points which are "hierarchy", "communitarianism" and " Post-Bureaucracy".
Therefore, in order to remedy the faults of single fragmental strategy that comes from single organization reform. This research provides a few suggestions toward the holistic-whole organization level and network picture in this research, I advance six parts about "Council for Economic Planning and Development Executive Yuan", "Ministry of Economic Affairs", "Industrial Development Bureau Ministry of Economic Affairs", "local government", " Industrial Park Service Center" and "enterprisers in industrial parks" for the sake of accomplishing the holistic government which has the mutually reinforcing instruments and objectives.
