以ICF為基礎的失智評核輔助系統

摘要


根據行政院經濟建設委員會推估,在未來的十幾年內,台灣社會的老年化,將以「三級跳」的方式快速成長。以民國114年為例,屆時65歲以上的人口比例將超過20%。換言之,平均每5人中就會有1位需要照護的長者。再加上近年來台灣醫護人員的不足是越來越嚴重。像這樣嚴重的醫療人力供需失衡,以成為台灣醫療照護系統所面臨的一大考驗。 此外,老年癡呆症在台灣人口增長速度比預期快。在2056年的估計癡呆人口將達到620,000。台灣老年癡呆症人口的增長速度明顯快於世衛組織在過去二十年的調查。在同一時間,台灣的出生率逐年減少。因此,照顧老人癡呆症患者的社會成本,為下一代成為一個非常沉重的負荷。 有鑑於以上觀察,我們認為,有必要開發出一個能夠有助於ICF 失智評核系統。ICF是由世界衛生組織自2001年以來,提案並推動的國際健康功能與身心障礙分類的標準。透過我們的系統,將能夠以更有效率的方式去評鑑高齡者的認知能力、行動力與其他自理日常生活的能力。 為了達成以上目標,本計劃透過這個系統,受測者的動作與行為能力會被記錄、偵測與分析。這些結果將被視覺化,並提供給醫護人員作為參考依據,藉以提高醫護人員之於ICF 評核作業的效率,並進而導向更完善的決策。

According to the estimates of the National Council for Economic Planning and Development, the progress speed to an aging society of Taiwan will become triple faster in the next decade. By 2025, for example, the proportion of Taiwanese population over the age of 65 will be more than 20%. In other words, among every five Taiwanese, there will be an elder person who may need care. Furthermore, the shortage problem of medical staffs is getting more and more critical in Taiwan. This serious imbalance between supply and demand in medical manpower poses a major challenge to the health care systems of Taiwan. In addition, the dementia population in Taiwan is increasing faster than expected. The estimated dementia population will reach 620,000 in 2056. The increasing speed of Taiwan’ dementia population is significantly faster than the investigation of WHO in the past two decades. In the same time, the birth rate of Taiwan is decreasing year by year. Therefore, the social cost of caring elders with dementia becomes a very heavy load for the next generation. Therefore, we believe that it is necessary to develop a scoring support system for the assessment decisions of the International Classification of Function, Disability and Health (ICF), which is proposed and recommended by the World Health Organization since 2001. Through our system, the cognitive ability, mobility and other daily living ability of elders can be measured and evaluated in a more efficient manner. In order to achieve the above goal, This project is to build information services in personalized , we integrate the ICF with Human–Machine Interface of Personal into our system. Through this system, the body movements and behaviors of a user are recorded, detected, and analyzed. These results are then visualized and provided to medical staffs as a reference, which is utilized in order to enhance the efficiency of evaluating an ICF assessment, and moreover, to support for a better decision-making.
