過去大多數的相關研究都是以學校整體經營效率做為主要的研究範籌,本研究欲就大學院校之研究、教學與服務三大功能及行政管理功能作區分,蒐集投入產出變數,透過資料包絡分析,求算各校效率值,藉以觀察各校在各項功能之表現情形,並依各校背景特質,探討影響效率因素。對表現不佳之學校,提供改進方向及加強管理措施建議,是本研究主要的研究目的。 因此本研究首先界定問題與研究範圍,其次探討學校效率評估的重要文獻,建立DEA 模式(資料包絡分析法),就教學、研究、行政、服務四大構面,搜集49所國立大學院校各構面投入產出變數資料,評估90至94年度49所國立大學院校的教學、研究、行政、服務相對效率,利用多元尺度分析分析各校效率分佈及集群情形,並透過Tobit 迴歸分析探討影響效率因素。最後,依研究結果提出適宜之管理策略建議,並說明研究限制與未來研究方向。
In the past, most of the related researches were mainly done to study the whole operational efficiency of school, which discriminate the functions of research, teaching, service and administration in university. This study evaluates each university by observing their performances in every function and make suggestions to strengthen their arrangement. This study first limits the question and the research scope, and then discusses the important references of operational efficiency, in order to build up the DEA model. The study evaluates the related efficiency of teaching, research, administration and service in 49 national universities from 1991 to1995. By using multi-dimensional criterion to analyze efficiency distribution of schools and its grouping, and discuss the factor affecting efficiency through the Tobit regression analysis. Finally, basing our research, we propose proper suggestions of arrangement policy and explain the research limit and the future study direction.
