本研究旨在運用政策論證模式(policy argument)分析南投縣境內實施之小型學校整併政策。研究目的包含:1. 說明教育政策分析之典範轉移歷程。2. 說明政策論證模式之起源與內涵。3. 瞭解當前小型學校整併政策之現況。4. 利用政策論證模式分析南投縣小型學校整併政策。研究方法以內容分析法與次級資料分析法蒐集相關政策資訊,並且將政策資訊投入政策論證模式進行分析。 經由權威模式、倫理模式、動機模式等模式分析後,本研究之結論包含以下兩部分: 其一,本文探討政策論證模式之結果,如下述八點:1. 論證模式具組織性;2.多元典範資料收集;3. 論證模式具動態歷程;4. 論證模式具功能性;5. 政策分析方法不宜側重單一典範;6. 政策決定者應持續監控政策運作;7. 採取一致的規準判斷政策之可能程度;8. 精簡呈現政策論證結果與歷程。 其二,本文分析小型學校整併政策之結果,如下述五點:1. 整併學校並非解決財政負擔唯一途徑;2. 整併政策影響教育機會均等;3. 以師生權益為支持整併之理由仍受到挑戰;4. 政策實行後所引出之問題,影響政策實施之成效;5. 整併政策實施可能帶來人口外移之後續效應。 本研究根據研究結果,對教育行政主管機關與後續研究提出若干建議。
The purpose of this study is to analyze Consolidation Policy of Small-scale Elementary Schools in Nantou County. This study aims to figure out paradigm shifting on policy analysis, to show the content of policy argument, to examine the current status of implementation of Consolidation Policy of Small-scale Elementary Schools, and to analyze Consolidation Policy of Small-scale Elementary Schools by policy argument. The main findings are: 1. Consolidating school is not the only way to reduce financial burden. 2. Consolidation Policy of Small-scale Elementary Schools affects equality of educational opportunity. 3. The backing reason which is based on the right of teachers and students still has been challenged. 4. The implementation of Consolidation Policy of Small-scale Elementary Schools comes up with problems which make an impact on the result of the policy. 5. The implementation of Consolidation Policy of Small-scale Elementary Schools may lead to migration of population. Based on research results, this study proposed relevant suggestions for education administrative institution and future research.
