臺灣國民中小學雙語教育關鍵績效指標建構之研究

摘要


本研究旨在探討雙語教育的現況與問題,並針對臺灣2030雙語國家計畫建構雙語教育關鍵績效指標內容及可行性。文獻探討分為四節:雙語教育之沿革與意義、雙語教學的模式及實施現況、各國雙語教育實施問題、雙語教育實施問題之析論,自以上四節之內容總結出臺灣實施雙語教育時,可能在師資、經費、社會環境三個面向遇到難題。因此,研究者希望藉由針對這些問題建構出關鍵績效指標,作為相關人員實施雙語教育的參考指標。本研究採專家問卷調查,邀請15位研究對象進行填答,問卷資料以模糊統計處理。依據研究分析結果,提出本研究之結論與建議。依據分析與討論,本研究之研究結論有四:一、針對問題迫切性之討論,社會環境面共識度最高,配套不足之問題最為迫切;二、針對KPI適切程度之討論,研究對象以長遠眼光決定KPI是否適切,其中師資面共識度最高;三、針對KPI可行程度之討論,研究對象依達成困難度與現實考量填答,當中社會環境面共識度最高;四、綜觀研究結果之重要發現,專家、學者及實務工作者間,認知有落差,但亦更加瞭解臺灣雙語教育問題及努力方向。本研究之建議俾供教育部、國民中小學、教師以及後續研究參考。

This study aims to explore the the current situation and problems of bilingual education, and to construct the content and feasibility of key performance indicators of bilingual education for the Taiwan 2030 bilingual country plan. The literature discussion is divided into four sections: the evolution and significance of bilingual education, the mode and implementation of bilingual education, the implementation of bilingual education in various countries, and the analysis of bilingual education implementation issues. Difficulties may be encountered in three aspects: teachers, funds, and social environment. Therefore, researchers hope to construct key performance indicators based on these problems, which can be used as reference indicators for relevant personnel to implement bilingual education. This research adopts the expert questionnaire survey, and invites 15 research subjects to fill in the answers. The questionnaire data is processed by fuzzy statistics. Based on the results of the research analysis, the conclusions and recommendations of this research are put forward. According to the analysis and discussion, the research conclusions of this study are three: 1. For the discussion of the urgency of the problem, the consensus on the social environment is the highest, and the problem of insufficient supporting is the most urgent; 2. For the discussion on the appropriateness of KPIs, the research object is determined from a long-term perspective Whether the KPI is appropriate, among which the consensus of teachers is the highest; 3. Regarding the discussion on the feasibility of the KPI, the research object fills in according to the difficulty of reaching and the practical consideration, among which the consensus of the social environment is the highest; 4. Looking at the important findings of the research results, experts There is a gap in cognition among scholars, scholars and practitioners, but they also have a better understanding of bilingual education issues in Taiwan and the direction of their efforts. The recommendations of this study are for the reference of the Ministry of Education, national primary and secondary schools, teachers and subsequent research.
