以接受服務者視角看社會工作者的文化能力-以雲林縣偏鄉身心障礙者為例

摘要


本研究主要呈現偏鄉身心障礙者的生活脈絡及文化的特殊性,並以其接受服務的經驗,來分析偏鄉身心障礙者對社會工作者多元文化服務的期待。 本研究共訪談四位雲林縣偏鄉的身心障礙者,採取質性研究之方法,以半結構式深度訪談來蒐集資料。本研究結果與發現如下: 一、偏鄉身心障礙者接受服務的經驗:在溝通的過程中對社工服務的認知有誤解,而產生專業與期待的落差,因此社工必須思考與服務對象的權力關係以及偏鄉身心障礙者的缺權經驗。 二、身心障礙者對多元文化服務的期待:身心障礙的障別多元,需求也就多元,因此社工應能提供多元、彈性的跨文化服務,盡量以身心障礙者慣用的語言來服務,及看見他們的特殊性,理解並融入偏鄉身心障礙者文化。 基於上述研究發現,提出了以下建議: 一、對於政府身障福利政策的建議:重視身心障礙者的獨特文化與生活脈絡,規範服務人員的相關文化知能資格,並給予相關證照實質加給。 二、對於社工教育的建議:提供持續且動態的多元文化教育,讓學生覺察自己的文化價值,培養自身的多元文化素養。 三、對身心障礙社福團體的建議:組織應先重視與培養社工的文化能力,社工才能相對地理解文化能力之重要性。 四、對於社工實務的建議:關注文化差異下具有文化敏銳度的知識與服務技術,對於「非主流」的文化價值及信念有所理解及展現尊重的態度。

In this study, the researcher explored the life contexts and cultural characteristics of people with disabilities in rural areas, and analyzed their multicultural service expectations for social workers based on the servicing experience. The goal is to investigate the cultural competence of social workers from the perspective of people with disabilities in rural areas. The researcher interviewed four people with disabilities in rural Yunlin County, adopted the qualitative research method, and conducted semi-structured in-depth interviews to collect data. The results and findings of this study are as follows: 1.Service receiving experience for people with disabilities in rural areas: During the communication process, the interviewees appeared to have misconceptions about social work services, which forms a gap between professionalism and expectations. Therefore, social workers must consider the power-relationship with the service receivers as well as the lack of experience from people with disabilities. 2.Multicultural service expectations from people with disabilities: People with disabilities have diverse barriers, and their needs are also diverse. Therefore, social workers must be able to provide diversified and flexible cross-cultural services, assist their clients in their clients' language, grasp the clients' particular needs, as well as understand and integrate the culture of the people with disabilities in rural areas. The following recommendations are made based on the findings above: 1.Recommendations for the government’s disability welfare policy: Provide in-service education and training courses that focus on the cultural competence for social workers, pay close attention to the unique culture and life context of people with disabilities, regulate the relevant cultural knowledge qualifications for social workers, and issue the corresponding licenses accordingly. 2.Recommendations for social worker education: Provide multiple and dynamic courses to inspire students to observe their own cultural values and understand their own multicultural literacy. 3.Recommendations for social welfare organizations for the disabled: Such organizations must first focus on the cultural competence of social workers to actively cultivate and promote it. The goal is to inspire social workers to pay attention to their own cultural competence and values for cross-cultural services. 4.Recommendations for social work practices: Strengthen knowledge and service technologies that are sensitive to cultural differences, gain understanding and show respect for non-mainstream cultural values and beliefs.
