台北市公共自行車YouBike收費制之政策回應性評估

摘要為推行節能減碳、永續發展之意，台北市政府於2009推出「公共自行車」政策，推行至今已近七年。初期推廣階段（2009年3月迄2012年8月）的會員收費制，中期鼓勵發展階段（2012年8月迄2015年3月）的政府財政補助政策，近期穩定發展階段（2015年4月迄2016年）的部分政府財政補助、部分消費者自行負擔政策，不同時期的政策變動都顯示當時的局勢而調整。鑒於國內目前尚未對此政策現況於利害關係人做評估研究；本研究透過回應性評估理論為研究方法，透過文獻分析與深度訪談，據以瞭解主辦單位（台北市政府交通局）、執行單位（微笑單車股份有限公司）、使用者三方對於台北市公共自行車YouBike發展情形與執行現況回應，並以「政策適妥性」、「政策設計效能性」、「法令規章執行能力」、「顧客滿意度」等政策評估指標，分析出台北市公共自行車YouBike之現狀與建議，期能提供未來公共自行車發展之參考。研究發現，現階段公共自行車自實施收費制之後YouBike資訊不夠透明化、現行法規定位模糊，執行力薄弱、使用空間配置仍不足。最後，本研究綜合研究結論，提出給予台北市公共自行車Youbike的現階段具體建議。

Abstract For promoting carbon reduction and sustainability development, after seven years, the government of Taipei City launched the Bicycle Sharing System policy since 2009. At beginning stage, between March 2009 and August 2012, of the Public Bicycle was promoting which the charging rate was membership fee system. In the mid-term stage, between August 2012 and March 2015, was developing which had fund support by the government. Until recently, after April 2015, the status of YouBike is stable developing, the government decided cover less part of fee than mid-term stage. The users have to cover the rest of charging rate. The different stages of policies show the different adjustment the government made. So far, there are no research about the evaluation of benefit or lose for those policies. This research is about the Taipei Bicycle Sharing System “YouBike’s” development and operated condition from the organizer (The Taipei City government), executive unit (YouBike Company), and users’ feelings based on the responsive evaluation as theory, articles, and deeply interviews. Also, the research has the evaluated goals from policy suitability, policy effectiveness, ability of Statute of Structure Implementation, and clientele Satisfaction for analysis the YouBike’s condition and gives some suggestions which expect a better development on Bicycle Sharing System. This research discovered the information of bicycle sharing system is not transparency, the position of regulatory also is obscure, the weak execution, and does not have enough space for a well riding environment. Therefore, this research combined all the conclusions which can give the YouBike some suggestions at present position.
