台灣非政府組織在柬埔寨國際教育發展協助之研究-利害關係人理論視角

摘要


近年來非政府組織蓬勃發展,在國際教育發展協助中扮演重要影響者。然而,目前非政府組織在柬埔寨國際教育發展協助上遭遇許多困難與無效力問題。有鑑於此,本研究採用半結構訪談法以及文件分析法,研究目的旨在從台灣非政府組織個案研究立場,分析並建議其在柬埔寨從事國際教育發展協助利害關係人之相關經營策略。首先,瞭解台灣非政府組織在柬埔寨的國際教育發展協助策略現況;其次,釐清台灣非政府組織在柬埔寨國際教育發展協助困境與挑戰;接著,辨識台灣非政府組織利害關係人類型並分析網絡關係,從中瞭解利害關係人在柬埔寨介入國際教育發展協助的資源、動機、興趣和利害關係;解析台灣非政府組織對柬埔寨國際教育發展協助的利害關係人問題之回應和經營策略;綜合研究發現給台灣非政府組織未來於柬埔寨參與國際教育發展協助之建議與參考。 依據研究各項資料分析之結果,本研究獲致以下四個結論:一、非政府組織瞭解柬埔寨服務對象需求,針對組織內外部環境分析,擬定與執行國際教育發展協助策略,最後評估整體績效;二、國際教育發展協助困境包括柬埔寨當地人才不足、柬埔寨政府貪污與行政效率低、以及內部志工管理等;三、國際教育發展協助的利害關係人在Mitchell, Agle, & Wood模式歸納六種屬性利害關係人,包括休眠的、自由的、索求的、主控的、依賴的以及決定的;四、非政府組織國際教育發展協助經營策略四個趨勢,包括轉型社會企業、經營資源網絡、重視受援助國家的社區營造、以及志工管理。最後,本研究提出三點建議,以提供未來國際教育發展協助活動參與者之參考:一、非政府組織與政府部門建構夥伴合作關係;二、完善經營利害關係人關係與資源網絡;三、評估服務方案整體績效。

Nowadays NGOs have increased and growed, and NGOs play an important role in the international education development assistance. However, NGOs also have a lot of difficulties and invalidities of international education development assistance in Cambodia. Due to this, documentary analyses and semi-structured interviews are adopted in this study to explore Taiwanese NGOs analysis of the international education development assistance of stakeholders. First, this study focuses on the strategies of international education development assistance in Cambodia. Second, this study clarifies the difficulties and challenges of international education development assistance in Cambodia. Third, this study identifies the types of Taiwanese NGOs stakeholders and analyzes the stakeholder relationship networks. and thereby presents how the stakeholders have intervened different resources,motivations,interests and stakes the international education development assistance in Cambodia. Finally, it attempts to analyse Taiwanese NGOs strategies of international education development assistance in Cambodia. Then, this study provides advices for participants on the international education development assistance in Cambodia. Based on the results of data analysis, this study reaches the following four conclusions:1. NGOs realize the needs of Cambodia aid-recipients, analyze the internal and external environment of organization, plan and run the strategies of international education development assistance, then evaluate entire performance. 2. The difficulties of international education development assistance includes insufficient local specialists in Cambodia,corruption and inefficient government in Cambodia,volunteer management and so on. 3. The stakeholder types of international education development assistance by Mitchell, Agle, & Wood’s stakeholder types consist of the dormant stakeholder, dominant stakeholder, discretionary stakeholder, definitive stakeholder, dependent stakeholder and demanding stakeholder. 4. The NGOs managerial strategies of international education development assistance contain the transformation of social enterprise、the management of resource networks、the community development of aid-receiving countries and volunteer management. Finally, this paper offers three suggestions as follows: First, NGOs build up partnership with government. Second, NGOs manage stakeholders relationships and resource networks. Third, NGOs evaluate entire performance of the service programs.
