當前臺灣警政毒品政策與精進策略

警政機關長期投入治安工作維護角色，其中毒品犯罪查緝無非是其中重要一環，然當今研究大多朝向法律政策防制面、施用毒品後之醫療處遇面等進行探討，顯少學者深入研究當今警政機關相關毒品查緝政策和精進策略。本研究係針對毒品特性、歷史脈絡等深植臺灣情形進行蒐集，再藉由當前警政署所推行青春專案、安居專案、溯員專案、掃黑專案等主要四大毒品查緝工作，以身為基層派出所幹部角度進行分析各類專案推行問題，進而蒐集法務部統計近10年毒品查獲量、偵查新收人數、毒品案件查扣價值額度等進行分析。本研究建議警政機關應除了參考各項數據之外，應同時深入了解投入大量警力卻持續呈現居高不下的毒品案件，另外如何使基層派出所契合警政署所推行的各項毒品專案，如此才能有效壓制毒品犯罪。

Police agencies have long been engaged in the role of maintaining public security. Among them, drug crime investigations are nothing more than an important part of it. However, most of today’s research focuses on the prevention of laws and policies and the medical treatment after drug administration. It is obvious that few scholars have studied the current police antidrug policies and improvement strategies. This research is based on the characteristics of drugs, historical context, and other deep-rooted situations in Taiwan. Then, through the current four major drug investigations, including youth projects, settlement projects, retrospective projects, and anti-criminal projects implemented by the current police department, to be The grassroots police station cadres analyzed various project implementation problems, and then collected the statistics of the Ministry of Justice in the past 10 years on drug seizures, the number of new recruits under investigation, and the value of drug deductions for analysis. This study suggests that police agencies should not only refer to various data, but also have an in-depth understanding of drug cases that have invested a lot of police force but continue to be high, and how to make grassroots police stations fit the various drug projects implemented by the police department to effectively suppress drug crimes.
