非政府組織在海峽兩岸民間交流功能之研究-以台灣省商業會為例

摘要


近年來,不論政治、社會或經濟環境都有長足的發展,尤其在資訊科技與傳播媒體快速發展的今日,各種形式的非政府組織風起雲湧,突破了傳統時間與空間的限制,透過頻繁的交流與互動,得以讓不同地區或國家之間的非政府組織建立或發揮共同的目標與理念。   在這個全球化的趨勢下,卻仍有海峽兩岸的台灣與中國大陸在歷史的因素下存在著鴻溝,亟待溝通。在今天,海峽兩岸不僅民間在經貿、商務、探親、旅遊等方面的交流互動頻繁,政府間也設有大陸委員會等與大陸有關之組織,可見兩岸關係之重要性。   台灣省商業會為政府立案的商業團體,以非政府組織的角色,在兩岸交流中也扮演著經貿、文化交流的一個環節,在推動兩岸關係的良性發展上有其具體的功能與貢獻,本論文即以台灣省商業會為對象,針對非政府組織在海峽兩岸民間交流中所扮演的角色、所能發揮的功能以及可建立的策略等進行研究解析,期能針對非政府組織在兩岸民間交流中的功能找出具體的研究發現與研究建議,提供兩岸政府有關機關、非政府組織、學術單位及各界作為參考。

During these years, there has been an efficient improvement in the politics, society, and economy. With the rapid development of the information technology and mass media, a variety of non-governmental organizations has sprung up and surmounted the restrictions against the traditional time and space. By means of the frequent exchanges and interactions, the non-governmental organizations have been set up and the concerted goals and concepts have been accomplished in the various regions and countries. With the globalization tendency, there still exists the gap caused by the history and needed to be connected between Taiwan and Mainland China. Nowadays, not only does the non-governmental circle interact continually and frequently in the economy, commercial affairs, relatives visiting, and tourism, but also the governments establish the related organizations regarding the Mainland affairs, such as the Mainland Affairs Council. All these prove the importance of the Cross-Strait relations. Taiwan Chamber of Commerce, a non-governmentally registered organization of commerce, plays an important role in the economic, commercial, and cultural exchanges between the non-governmental circles of Taiwan and Mainland China. It has greatly contributed to the positive development in advancing the Cross-Strait relations. This thesis, which takes Taiwan Chamber of Commerce as an instance, aims at studying the role that the non-governmental organization plays, the functions that it operates, and the strategies that it adopts on the Cross-Strait civil exchanges. It is hoped that concrete findings and suggestions can be obtained and further offered to the concerned governmental and non-governmental organizations, academic institutes, and all circles for references.
