我國軍訓督導制度實施現況與運作成效之研究

摘要


本研究旨在探討我國軍訓督導制度實施現況的滿意度。研究透過問卷調查法、文件分析、文獻探討及訪談來蒐集資料。問卷部分根據有效問卷為359份,加以分析和討論;訪談部分蒐集業務承辦人員,加以歸納整理,最後依據研究結果提出具體之建議,以提供主管機關參考。 本研究主要發現結論如後: 一、軍訓督導制度是軍訓制度的運作關鍵之一。 二、軍訓督導工作是透過聯絡處來執行,但其始終採任務編組,未能法制化,亟待解決。 三、我國軍訓督導制度整體上尚獲支持,現行制度尚獲支持,運昨成效獲滿意,而軍訓督導的「角色」受肯定,但對政府對「未來發展」的諸規劃方案獲支持度不高。 四、受試者中,大專畢業、男生、主任教官及高中職校教官對於現行軍訓督導制度支持程度較高。 五、服務高中職校及東區學校的受試者對於現行軍訓督導制度的支持程度較高。 六、政府對於軍訓督導制度「未來發展」的規劃「將部分縣市聯絡處合併」或「軍訓督導業務由隸屬中辦室之督學來取代之」項等方案受支持程度偏低。 對於未來建議如後: 一、軍訓督導制度應法制化, 二、現行聯絡處的目的、目標、功能、角色、職掌及運作方式都可繼續維持。 三、未來推動國防通識教育,仍可採用現行督導及助理督導選派方式。

A Study on the System of Supervision of Military Training in Taiwan Abstract The purpose of this study was to inquire the satisfaction of the system of supervision of military training in Taiwan. By way of questionnaire, documentary analysis, and interview, useful materials were collected. 359 effective samples were analyzed. The main findings are as follows: 1.It is one of the operation keys to the system of military training to supervise the system in first, military training.. 2.Supervise the work to be to carry out through the liaison office in second, military training, but it adopts the task and organizes into groups all the time, fail to legalize, demanding prompt solution. 3.Supervise the system to be still supported on the whole in third, military training of our country, ' role ' that military training supervise affirm but government programme in ' future development ' s upport degree high correctly. 4.Fourth, in experimenters, the junior college graduates, boy student, director and drillmaster and drillmaster of duty school of high school train and supervise the degree of support of the system to be relatively high to marching now. 5.Fifth, serve high school duty school and east district experimenter of school to is it is it supervise degre e of support of system relatively high to train to march now. 6.It last system government by the the ' development of future 's one planning ' have some counties and cities liaison office amalgamated ' or ' military training supervise business not to be done there ar en't educational inspector of room under the jurisdiction ofing ' such schemes as item,etc., receive the on the low side in degree of support. Suggestions are made as follows: 1.The system of supervision of military training should be the legalized as soon as possible. 2.The goal, function, role, and the ways of operation of this office can be kept under new system in future. 3.When the general education of national defense is put into practice, in future, the present way to select and appoint supervisors and assistant supervisors can be adopted.
